First and foremost I congratulate Hon. Minister Ngor Kulang for the well job done in his ministry as he manages to acknowledge the citizens of this nation. Hon. Kulang Manage to announce circular order after many years of mess to terminate all the foreigners working in NGOs, Hotels, Financial institutions, Domestic work and Government allocation. According to the Minister, the circular shall be effective on 15th October this year (2014) period of one month (30 days). This gap was designed for all the foreigners to prepare their ways to leave the country.
The decision was label to point out reason of unemployment of the youth in the country and set strategic plan as Ministry mandate to open windows for citizen in creation of some jobs in the country. And also, to avail opportunities to the citizens through monitoring investors in-order allows the entire citizen to work with companies working in the country.
The circular does not expel out foreigners in the country to their home country but only to instruct them to give chance to the local citizen of nation. Any foreigner who came here as an investor has no reason to leave this country because he has right to invest here this according international law we are part of this. The same to those working with their embassies are also allows to work here as diplomats.
South Sudan as a country does not exist without citizen. Around 2.5 million people who lost their lives due to this land were hoping their children will enjoy the fruit of it nature later. Which divert itself from original though today into unemployment? Look the entire corners people search for job but no way through, living entire citizen with any hope within their country and doubt their status as they are part of this nation. Nowadays our people have strong papers than before.
In most cases, is hard to understand why an unemployment still existing in South Sudan and many east African citizens are coming daily to Juba and get employ? Simply, this term unemployment was created by unknown confusing man in the country. South Sudan has many rooms to employ all its citizens or members both in the government sectors and private sectors if the ministry concern was active in monitoring employment department in-order to reduce insure of unemployed. For example, South Sudan has great numbers of NGOs, financial institutions, Hotels, government sectors such as oil operators and domestic work such as supplying water. All these work departments are already filled by foreigners. Where can our local citizen work?, if all the works were given to foreigner including water suppliers and newspapers benders?
Some people somewhere may try deceiving or convening people that our citizens have no experience to work in technological area such as running machine in industrial field. We may have some challenges but this cannot block us out with working system of South Sudan. There are two part where we may slowly work if I told there is motor automatic machine producer industry and arms producer industry which am quite sure they are not here in South Sudan. For those who are not trusting South Sudanese capability, why don’t asked yourself some question before joking with us. Those who drive their tank while in war for last 21 years? If today they cannot manage to drive their cars. Who uses to cook for them before your coming as foreigner? If today they can’t cook in hotel. South Sudanese people do not fought to hand this land to you as foreigners you better understand this circular with your working hear. The current work allocations in South Sudan can be carrying out by all South Sudanese without doubt.
I am also requesting all the foreigners to remain in South Sudan in accordance with South Sudan constitution and accepted all directives made by government authority. They have to consult other foreigners living in Kenya and Uganda to let you know how foreigners live in other country. Most of South Sudanese living in Uganda are not getting Job in Uganda because the constitutions do not allows them to excise their will.
In conclusion, I therefore, strongly support the decision made by the Minister as a vital move to make all the South Sudanese people accountable for their country at all level management and to excise their capability through this opportunity. This decision will help a country as whole in stabilizing the nation across the country and this will give no room to opposition.
Ministry of public service to insure out the working permit to those foreigners who may remain working in the country due to reason known to government such as those working with embassies in the nation has to remain working. The same to those professional work experiences such as lectures and medical Doctors plus religious concern are eligible to work here.
