RIEK MACHAR’S REBELS REJECTED PEACE IN SOUTH SUDAN
Conclusion of Meeting Between Civil Leadership with Riek Machar in Pagak.
On December, 12, 2014, Riek Machar was given a report by the governors, committees’ leaders and political leaders of the rebels in Pagak about the resolutions they reached as the guiding principles for the negotiation. The Civil Administration leaders, which included the chiefs and the White Army leaders, reached the following resolutions:
1. The SPLM/A-in-Opposition army shall stay separate during the Transitional Period for three years. They shall have their own separate command and Chief of General Staff.
2. There shall be a President without a Vice president.
3. There shall be a Prime Minister without any deputy.
4. Power-sharing between the SPLM/A-in-Opposition and the SPLM/A-in-Government must be 50-50.
5. The forces that shall stay in Juba must be a Joint Integrated Units between the rebel forces and the Government forces. Both sides must contribute 50-50 that shall constitute the force in Juba city.
6. War must continue while the negotiation resumes.
7. The name SPLM/A shall NOT be changed. Any change must come after the Transitional period.
8. White Army leaders must be promoted as Brig. Generals. The White Army must be the auxiliary force that shall fight side by side with the SPLM/A-in-Opposition army.
