May God Relieve Warrap and WBeG states from Rampant Insecurity and Bad Governance

July 1, 2015 (SSB)  —-  The police service of Warrap and Western Bahr el Ghazal states is worst in terms of security at night and human right of the citizen is left at the mercy of almighty father. People in these two states are in desperate situation and our National government under leadership of Gen. Salva Kiir Mayardit should intervene with possible responses to contain the deteriorating situation Kuajok and Wau before it is getting worst. The same scenarios are happening in the rest of the states of Greater Equatoria region especially in Yambio and Juba city. To me is another hidden agenda by some individual who want to terrorist the president that, if they are relieve in the forthcoming government reshuffling, they can simply cause security instability within. These plans and moves are connected to 4th Anniversary Independence celebration. The police service is so corrupt also that, the poor ordinary citizen and the public as a whole have no confidence about their protection in some states come 9th July Independence celebration. The police which was to safeguard and protect the lives of innocent civilian has also become insecurity to the entire civil population country wide.

The police- public relationship since the post CPA interim and current Transitional independence government period is for many years now at zero point. The burdens of hard-work have been left to military and National security alone. Suppose national army SPLA and National security be paid double because they doing national protection to the maximum. My observation shows that police become another threat to South Sudan security. What is the work of organized forces in safeguarding and provide safe security and peaceful environment in South Sudan? The people allege right now that, “the police at some point are there for the rich and privileged alone. “Dare report a case to the police when you have no money and you regret it,” they say openly.

Customs and migration Departments service are the same with corruption and compromises at the port and borders of the states and country. The judicial service is another public institution in which the people of South Sudan have also lost confidence. Here too favoritism, protectionism and perversion of justice are common and the most victims being ordinary poor people. Real culprits with connections and money are left to walk the streets with their chest out. Here again I experience the culture of class society and whom you know still reigning high. We have cases where innocent suspects are still thrown behind bars. But a member of organized crime is seldom arrested. If arrested, he is rarely indicted. If indicted, rarely brought to trial. If tried, rarely convicted. If convicted, rarely imprisoned. If imprisoned, quickly released,” unquoted by John Rafferty.

This is the so-called “Rule of Law” prevailing in Warrap and Western Bahr el Ghazal states under the hands of Nyandeng Malek and Rizik Zacharia Hassan and for that matter South Sudan, where criminal and culprits with political connections are set free to enjoy more than the citizens they are misruling.

Corruption and embezzlement in civil service

The civil service which is the sector administrators of government policies is not an Angel. Here too, there are a lot of waste and negative attitude towards work and public service. Deliberate delays in communications, documentations and actions create room for corruption, a strategy common in these offices. All in all, state institutions and the public sector, as a whole are one major cause of Warrap and Western Bahr el Ghazal states underdevelopment, progress stagnation and bad governance. These state institutions and law agencies have become gold mines for government officials and public servants, who have also become lords, who expect to be kowtowed, before rendering service when they are there to serve the people by providing adequate security and render social services. Finally, it can be concluded that, government officials and public servants of state institutions have for many years now been a throne in the flesh of good governance and development against the people of Warrap and Western Bahr el Ghazal states.

My dear fellow countrymen and women, I write you the truth, politicians, public servants and for that matter technocrats and educated professionals are the causes of the woes of underdevelopment in South Sudan unless they are retired. Their commitment to nationalism and patriotism faded outside the first Republic of Sudan in 1956. Today, they have become greedy, dishonest, and one way or the other, corrupt, unpatriotic, apathetic, unproductive and passive to introduce efficient and effective public service reforms in the states since they took over as elected Governors. It is time for President Gen. Salva Kiir Mayardit to relieve the people of Warrap and Western Bahr el Ghazal from their pain and suffering in the hands of elected Governors whose term of office expired in the last two months. They failed to help sincerely, successive government to accelerate policies and programs to achieve desired results, but rather exploit mistakes of looting public resources for their own benefits, killing innocent people due to rampant insecurity situation in the states and loopholes to enrich them. Their focus on enriching themselves has caused them to lose foresight, lack of innovation and creativity, hence the progress stagnation and lawlessness we are in for many years now and there is no proper public service reforms policy in place to address employment issues.

The failure of politicians to fire public servants and cronies, who commit serious offense, fraud and embezzlement and who do not perform well, because of their unholy alliance of “scratch my back- I scratch your back,” is a negative sign of mistrust, failure and abuse of office by government offices in the eyes of the public.

Finally, I write you the truth, no government will succeed in its development programs and policies, if politicians, civil and public servants do not commit themselves sincerely to nationalism and patriotism, honesty and selfless character to help and support government in power under the leadership comrade Salva Kiir Mayardit, to accelerate growth and development to achieve desired results to move the nation forward. Our professionals and technocrats should strive to achieve excellence and not being satisfies with mediocrity when in privileged positions, because of greed.
