The position of the Aweil Youth Association in the United States of America (AYA-USA) on the IGAD-plus Proposed Compromise Peace Agreement for South Sudan

The Aweil Youth Association in the United States of America (AYA-USA)

August 8, 2015 (SSB)  —-  We, the Aweil Youth Association in the United States of America (AYA-USA) want to add our voice as the AYA-USA to the voices of many South Sudanese people back home and Worldwide about their views on the IGAD-Plus Proposed Compromise peace Agreement to solve the South Sudan internal senseless war that has resulted to the loss of many lives and properties across the country.

We want to make clear to the IGAD-Plus and to the International Community that, We the AYA-USA are yawning and thirsty for a Lasting Peace in our country in which all our citizens will be free to move around their country without any fear for their lives of being in danger;

What we want in our country is to be united as one people, one country where there would be No tribe waging war against other one; What we want in our country is the real peace that would make our country peaceful forever rather than a peace that would results into another war in the near future;

What we want is the peace that would unite us as the South Sudanese rather than a peace that would divide and therefore making us vulnerable for another war in the near future;

What we want in our country is the peace that would give us a voice to decide for ourselves who we want as the South Sudanese to be our leader or our President rather than someone who has been imposed on us; and finally;

What we want as the AYA-USA is for you, the IGAD-Plus to consider our voice and all the voices of South Sudanese when making any proposals on our behalf.

However, after we reviewed the Proposed Compromise Peace Agreement that have been presented by the IGAD-Plus to solve the crisis in South Sudan, We, the AYA-USA found out that none of the above points to be presented in the Compromise Peace Agreement Proposals by the IGAD-Plus;

And therefore, we found that the IGAD-Plus has ignored the opinions of the South Sudanese People, and for that reason we the AYA-USA do not think that the IGAD-Plus Proposed Compromise Peace Agreement would bring any solution to South Sudan; but instead, would make the situations in South Sudan more worst than it is at this moment based on the following reasons:

First: The IGAD-Plus Compromise Peace Agreement Proposals said that there will be a period of 18 months of the 30-month long transitional period to complete integration process of the two rival armies and that during that time Dr. Riek Machar would command its army while President Salva Kiir would command its army. We the AYA-USA viewed this as a break from war in which Dr. Riek Machar would prepare its army to make another attack since its agenda was to be the President of South Sudan by the means of violence instead through elections and therefore, it will not lead to any peace in South Sudan.

Moreover, there is No way that a One country can have two armies unless Dr. Riek Machar is looking to conduct a separation State for the Nuers to have Independent Country and he is just using the idea of Dr. John Garang of the Sudan People Revolutionary Army (SPLA) that he had used in 1983 in order to get a support from other Sudanese people while his hidden agenda was to separate the South from the North Sudan is also the idea of Dr. Riek Machar that he is using in order to get the support from other none Nuers people in South Sudan to accomplishes his agenda of having a Nuers state.

If that is not the case, then the idea of having two armies in one country is wrong and will not bring any peace to South Sudanese People.

Second:  Demilitarized the National Capital, Juba as it is Proposed by the IGAD-Plus and allowing the Foreign Forces from the United Nations Mission in South Sudan (UNMISS), IGAD and African Union (AU) to take over the security of the capital until the end of two and a half years of transitional period is a clear insult to the People of South Sudan because South Sudan is not the only country in Africa that is going through the internal war with rebels alone, and those countries in Africa who have some problem were not asked to demilitarized their capital city.

Therefore, we the AYA-USA viewed that proposal from the IGAD as the attempt to over through the elected government of President Salva Kiir indirectly. Therefore, we the AYA-USA viewed this proposal as an attempt to occupation of South Sudan the IGAD countries and the United Nations. Therefore, we the AYA-USA declared that such a proposal would not bring any peace to our country and that if it is imposed on us, then, we will be ready to defend ourselves from any foreign invasion.

Third:  Giving the SPLM-IO 53% in the three states of Unity, Upper Nile, and Jonglei while the legitimate ate government of South Sudan would take 33% is the clear lack of knowledge about South Sudan by the IGAD-Plus about the ratios of tribes and the people who occupied the greater Upper Nile regions and we the AYA-USA viewed this kind of proposal by the IGAD-Plus as the intentionally done in order to delay the peace from coming to South Sudan since it became a source of income to the IGAD countries especially the Ethiopians.

Fourth: Allowing the President of the Republic of South Sudan Salva Kiir only 260 bodyguards in the capital and 195 bodyguards to Dr. Riek Machar in the capital Juba is an insult to the South Sudanese President and its people and it also shows the weakness of the IGAD committee to make a reasonable proposal that would bring a lasting peace to South Sudan.

We also viewed this proposal by the IGAD as the introduction of two Presidents in the same country because providing the president 260 and the vice president 195 bodyguards means that they are equal and they also have same powers.

Finally:  We, the AYA-USA do not have any objective to the expansion of the National Legislative Assembly because we see it to be the less worried some than the above points that we have mentioned.

In Conclusion, we the AYA-USA like many other South Sudanese have trusted you the IGAD with our affairs in order to bring a lasting peace to our country, but instead you the IGAD are making our country more vulnerable by continuing to propose compromise peace agreement proposal that would not lead to any peace accomplishment in South Sudan.

We thought that you the IGAD would take your time to study the best way to bring peace to our country, but instead, we see that you the IGAD are working day and night on things that would not produce any peace in South Sudan.

Therefore, we are asking you the IGAD to leave us alone as South Sudanese to find our own lasting peace in South Sudan.
