November 13, 2015 (SSB) — It had been among negotiated security arrangement items of the IGAD Plus Proposed Peace Agreement that presence of Uganda People Defense Force (UPDF), the South Sudan government stronger ally in a fight against rebel forces–was an obstacle to peace agreement in the country–an only excuse left for Mr. Riek Machar by then to please himself after a defeat in most key towns of Greater Upper Nile (Bor, Malakal and Beniu);

While in a real sense, the South Sudan government failed to address, pro-rebel UN forces and its agents, the overt engineers of the country conflicts—as indicated in their construction of UNMISS Protection camps in greater Upper Nile and Juba, which latter served as a safe haven for rebels and their families, before no sign of Riek’s rebellion forecasted; this was to encourage Dr. Riek’s rebels, the implementers of UN’s coup to create another 1991 in Dec, 2013 , which they surely did to affect innocent citizens in Bor, Malakal, and Unity.

Also UN Missions in South Sudan have been running a parallel government against South Sudan government, commenced under the leadership of the former, Hilda Johnson through current UN Special Representative, Ellen Margrethe to Secretary General, Ban Ki Moon including hard currency payment to janitors serving in UN organizations, that when it exchanged to South Sudanese pounds, it goes many times above the government’s directors, not to talk about classified  UN senior staffs, whose their pay is also much higher beyond the country’s Ministers at different entities of the government–marked by unregulated outflow of U.S dollars to black markets, without being abided by the national laws of the Republic of South Sudan on its local legal tender, on plain view of the Governor of Central Bank, Koryom Mayik, the regulator of the Country’s financial institutions; plus continuous UN sponsored Mirror FM radio routinely voicing threatening propaganda to intimidate and implicate the government on some made up human right violations in exclusion of rebel atrocious act, strategically designed to obstruct peace and development on the watch of Chief Justice, Chan Reech Madut, an interpreter of sovereign State constitution.

Note this, Dr. Riek Machar never had been a bad person alone without any UN agent affiliated to him; thus, evidently due to his marriage of aid worker, Late Emma (McCune) Riek, Briton by nationality, and best-manned by Wurnyang, Nuer Spiritual leader, flooded with wedding gifts of packaged ammunitions, labeled food items, in a time of Operation Lifeline Services (OLS) to give birth to 1991 crisis, in which thousands lost lives in cold blood in South Sudan, e.g. Bor Massacre. With hidden agenda to use Mr. Riek for their purpose, Western world outlawed bigamy or polygamy never applied here to Dr. Machar, the husband to Mrs. Angelina Teny, South Sudanese.

Moreover, in a company of another Nuer Prophet, Dak Kueth, Dr. Riek Machar also dated and exercised adult intimacy with Hilda Johnson, from Norway, former South Sudan Special Representative to UN Secretary General, Ban Ki-moon, whether should UN be judged with or acquiesced to as good on Humanitarian basis to save lives for the needy, ironically, it is also a  bloodsucker, which lives on bloodshed; however, Hilda-Riek enriched their relationship with mounted UN military vehicles, tanks,  bulky packages of ammunitions, early constructed makeshift camps to give birth to Dec 15th , 2013 crisis, epitomized by killings, lootings, and displacement in Jonglei State, Unity, and Upper Nile to secure their employment and to extend their mandates in South Sudan.

In addition to that, in the past, right away after the independence of South Sudan, 2011 UN forces claimed a new mandate for Sovereign State including provision of Peace and Security to fall under their mandate in the country, yet when Jonglei State authorities asked them to implement it by assisting with their helicopter to trace  rival-ethnic-criminals: cattle raiders, child-abductors, and serial killers specially from  Murle, Nuer and Bor of whereabouts since  the state government doesn’t have that capacity, yet they asserted that “intelligent gathering is not part of their authorization, but only to patrol, investigate and record incidences”. If these are the only activities they could execute for the security of this nation, should it not be a time for UN forces and its partners to exit South Sudan particularly Bor, Jonglei State.

Furthermore, in another scenario, on Jan 21st , 2015, assigned to escort one of Australian Military Liaison Officers (her name is omitted) from Bor to Uror on a day tour, a squad of well armed soldiers from  Ethiopian battalion, part of IGAD peace keeping force including members of Nuer ethnic group, annexed ones to Ethiopia by citizenship as well as allied to Dr. Riek Machar by tribe, took off in the UNMISS Helicopter at Bor airstrip to the destination; however, in their return, airstrip security personnel discovered the sniper guns, PKMs  and the cases of ammunitions, which they carried along with them were missing; however, it was assumed that they left them to arm rebel forces. Truly sure, they did and they are pro-rebels.

In another more event, early late 2014, on the causes of enduring differences on UN labeled ethnic war, so that to stay long in the country in the name of “South Sudanese are ethnically divided and not able to rule themselves anymore”, UN agents denied access to Hon. Michael Makuei Lueth, National Information Minister to visit Bor UNMISS IDPs camp simply because he happened to be Dinka, but with hidden reason not to allow him to witness the presence of group of Riek Machar’s rebels harbored  in there.

Moreover, in another situation, on April, 2014, Bor UNMISS camp, in a separate events, with his accompanying team to visit the camp, some rebel elements among the IDPs, including, 1st Lt. Late. Yak Gatdet Yak, (son of renegade, Maj. Gen.Peter Gatdet Yak), who deceased in July, 2015 in the same Camp, booed the State Governor, Hon. John Kong Nyuon, Nuer by tribe,  hit the State chairperson of Peace Commission, Hon. James Apay with a bottle of glass, and celebrated the capture of Bentiu by Riek Machar’s forces;

 However, after provoked by this situations, Bor youths, women and children in a peaceful demonstration demanded in a written petition the  repatriation of IDPs out of Bor Camp to somewhere else particularly to Akobo or Juba–on their way approaching the camp to deliver the letter, UNMISS forces rolled their assembled tanks and sprayed unarmed protesters with gun fires; however, this  vehemently activated armed cattle keepers and rowdy youths of overwhelmed Bor community by Dr. Riek Machar’s rebellion to swiftly reacted to the shooting by exchanging gun fires with UN forces as well as armed rebels in the camp, in which the death incidences recorded and filed to 58 bodies from all sides of the actors.

This time, UNMISS personnel granted access to Deputy Minister of Information, Hon. Nyadak Paul, Nuer, with her delegates to the camp on behalf of the National Government to convey condolences to the bereaved families. This also was the time, most of the IDPs came out of the camp to stay with their Dinka colleagues in the government while others asked the Jonglei state government to facilitate their departure from Bor to Juba, which the State government did, except those deceived By Dr. Riek Machar to wait in the camp and to be taken abroad that didn’t want to leave Bor Camp by then.

Furthermore, on Oct, 2015, UNMISS civil affairs attempted to refuse the reunion of the married couples (Dinka man and Nuer woman) with their 5 years old child that was separated from them to Waat, Nyirol County during 2013 crisis due to the fact that the couples don’t stay in the UNMISS camp to be trusted, but fortunately enough, after the toughest testimonies by relatives, and resistances against their plan by Nuer community leaders in the camp, UMISS agents reversed their decision and finally agreed to hand over the child to the parents.

Although UN tried hard to squeeze in between Nuer and Dinka to separate them in the State and to let believe themselves enemies of the other, still Nuers and Dinkas are now trading their cattle between Duk, Ayod and Uror without any problem; their peace has come alone through business.

Even back during the sensitive times of December, 2013 crisis, sense of humanity had worked well at some Nuers’ counties; former commissioners of Uror, Hoth Dual, Commissioner of Ayod, Brig. Gen. James Mawich, Commissioner of Fangak, Late.Kuol Matien, Commissioner of Nyirol, Wany protected and gathered to send local government officers and teachers from Dinka assigned to their counties to a safe zone of  Malakal and Duk, that were under the government’s control, except Akobo county, where a recalcitrant, former commissioner, Goi Jayul, used his connection with Nuer local populations, bypassed his successor, Kong Rambang, and to order rambunctious killing of all 32 dinkas on Dec 20th ,2013, in Akobo UNMISS Camp, with no single person among the IDPs protected by UN forces;

In another good faith, also two chiefs of Bor County, one from Baidit Payam, and other from Kolnyang Payam defended and secured Nuer families of 23 members combined–who resided with them before the coup incidence, throughout the crisis to present.

Back to the subject of UN complications, in another scenario, some of humanitarians’ agents discouraged the return of internal displaced people (IDPs) at Gulyar camp, Awarial County, Lake State to Bor— that it is not yet secure to return to Bor,  a tricky way for IDPs to develop dependent syndrome not to come back home to cultivate or erect their destroyed houses, but to keep clamoring for humanitarian relief; when it is a great shame for ones to be  refugees in their own country, with colossal  resources attracting and benefiting the immigrants from neighboring countries of Africa and far. If Ugandans, Ethiopians, Eritreans, and Kenyans entrepreneurs could have made it to Bor to resume their normal businesses after 2013 crisis, not to get addicted to UN donated free services, could it not also be a time for residents or natives to return home to recuperate and restructure from the losses they had suffered.

Now Ugandan People Defense Forces (UPDF) have completely deserted Bor, but only left with UN forces, also pro-rebels to increase their presents here and elsewhere in South Sudan that serve purposely to maintain their status of employments–obtained in presence of widespread insecurity, deaths, displacements, lootings and plundering of wealth—fueled to tear apart the Republic of South Sudan to a state of anarchy; on the other hand, should it not also be the time for the president Salva Kiir to issue a decree ending their mandate for peace to prevail. This decree will have more weight compared to the promotion of two-years at their yards, COBRA factions’ officers to the ranks of Generals.

South Sudan is not suffering from lack of combat generals, it suffers from UN prompted insecurity, weak judiciary systems, weak financial regulations; however, the elevation of integrated COBRA officers to the SPLA to the  ranks of Generals will neither impact any, since one day of cattle thefts and child abductions with impunity pay more than the Generals do. Nor have renegade generals; Late. Gen. George Athor; Gen. Tanginya, Gen. Olony, Gen. Peter Gatdet, Gen. Dau Aturjong, Gen. Riek Machar, Gen. Taban Deng Gai, and many others satisfied with their ranks to cease from defections, unless, the president will make all South Sudanese Presidents, generals, Ministers, MPS, Commissioners and etc simultaneously  to  stop from endangering the country and its innocent inhabitants.

Finally and seriously, before Riek Machar is due to return sometime in the end of this month of November, 2015 to marry any another UN agent to covertly collaborate with, to flare another violent event, Presidential decree is  needed to send out UN forces and its agents of South Sudan; plus additional decree to relief the Governor of Central Bank, Koryom Mayik, and the Chief Justice, Chan Reech Madut, these are ones of the auxiliary driving forces for  the South Sudan’s descent  to a weak state: constitutionally, economically and socially.
