IT’S BEEN A GOOD FIVE AND A HALF YEARS….

November 28, 2015 (SSB)  —  I joined the government of Southern Sudan by then on 21st September 2010 initially as Undersecretary for the Ministry of Human Resource Development and later on as Undersecretary for Public Sevice and Human Resource Development. Without doubt, the challenges were many, but so were the opportunities for any individual with the right qualification, motivation and vision to make a difference.

Though I entered the civil service with a lot of apprehension, it didn’t take me long to find my niche and establish a good working relationship within and outside the institutions to which I was assigned.

Admittedly, the past two years have been the toughest for the Ministry of Labour, Public Service and Human Resource Development, in terms of the absence of resources for funding and implementation of our activities. But I am a strong believer in the saying ” tough times never last”… I am fully optimistic that once peace is realized, positive things will start happening once again not just for this ministry, but for our country as a whole.

I would like to take this opportunity to thank a number of people with whom I had the honor to work with over the years.

I would like to thank Honorable Mary Jervase Yak who was my first Minister in the then Ministry of Human Resource Development. Under her leadership, I was able to work together with my staff in establishing the Ministry and developing a comprehensive Medium Term Capacity Development Strategy for South Sudan.

My sincere appreciation goes to Honorable Kwong Danhier Gatluak under whose able leadership The Ministry of Labour, Public Service & Human Resource Development for the first time ever developed a viable Strategic Plan(2012-2016), introduced new electronic systems and successfully oversaw and passed key laws and regulatory frameworks.

I am grateful to the guidance I received from the two advisors to the ministry, Honorable John Itorong and my mentor Honorable Deng Chuol Malang.

A special thank you goes to all the Directors General and most notably Mr James Tipo Akol. I appreciate all the staff of the ministry both classified and unclassified who diligently worked to uphold the values of the ministry enshrined in the word “TRIPE” (Teamwork, Responsiveness, Integrity, Professionalism & Equity)

Resources are key to any initiative and a lot of what we did would not have been possible without the support of Development Partners over the years: I thank all those who believed in our vision as a ministry and continue to support our work. Through them, we managed to realize our programs…I would like to thank a number of individuals from these partners who were seconded to us: Mr Maurice Nyamunga, Ms. Fides Wanjiku Maina, Ms. Catherine Waliaula and numerous other partners who worked with us over the years.

My appreciation goes to the dedicated members of my Executive Office who diligently ran my office: Cecilia, Dorcas, Stephen Kutey and Jeilly John. With your support, I had peace of mind in being able to impart my duties. Thank you!

Last, but not least, I sincerely thank his Excellency President Salva Kiir Mayardit for entrusting me with this important portfolio for the past five and a half years.

I would like to seize this opportunity to congratulate the newly appointed Undersecretaries Ms. Mary Hillary Wani and Mr. Juma Yoane Kibi. You have my full support and I believe the legacy we leave behind will form the foundation of the work that you have been appointed to carry forward. Remember to always have the motto of the Ministry “Service Without Fear or Favour” at the forefront of all you do.
