Statement about the Memorandum between the SPLM-N, the UN, the AU and the Arab League on Humanitarian Assistance to the South Kordofan and Blue Nile.

This evening, August 4, 2012 in Addis Ababa, the SPLM-N delegation signed the memorandum with the African Union, the Arab League and the United Nations on humanitarian assistance to the war affected civilian populations in Blue Nile and the Nuba Mountains/South Kordofan.  Our main consideration is to respond to the catastrophe and the crisis that is one year old now as a result of Khartoum denying access to the needy displaced persons.  This is the second memorandum we have signed with the tripartite group.  The first was on February 18, 2012 and it did not work.  Our main reservation on this memorandum is that the whole operation is dependent on the consent of the Government of Sudan to give access to the SPLM-N controlled areas.  We have a long experience with the Sudan government and if we don’t betray our memory and our experience, the Sudan government is not going to delivery on this memorandum and they will put all obstacles on earth to fail it.  The only window of opportunity and hope is that the African Union and the UN Security Council and the activists all over the world will continue to put pressure on the Sudan government to seriously and timely implement this document, otherwise half a million from the civilian populations in the two areas will become hostage in the hands of Bashir and the National Congress, who will continue sentencing them to death.  General Bashir’s intention is to lift the pressure on him by signing this document and to put up all obstacles.  It is not to operationalize it until the end of the rainy season, and as usual, he will go on summer offensive by early November.  We signed the document hoping it is going to work and no one can blame the victims but rather the perpetrators.
