SPLM/A O : Executive powers are not given on negotiating tables but at voting booth

By David Aoloch Bion

The peace talk between the South Sudan warring parties , the SPLM in government known the Juba faction , and the SPLM in Opposition known the Rebel faction, mediated by the regional bloc , the IGAD had been postponed , on condition that the negotiating teams are going for  further consultation with their sides.  The peace talk stalled after the rebels demand that the Prime Minister in the interim government who would be nominated by them should have executive powers.

Is SPLM/A O right to ask for the Executive Prime Minister? Is their request for the executive Premiership morally justified? Is their demand legitimate?

From the disinterested point of view, the rebels have no legitimate ground to stand and morally justified their claim for the executive Prime Minister, simply, because the executive powers they are asking for are not given on the negotiating tables like the one in Addis Ababa or in the West of it, but they are given in the voting booths like the one South Sudanese stood in, in 2010. The executive powers are given by the will of the majority not by decision of the small  group of the people, for instance the negotiating teams.of Taban Deng or Nhial Deng

Another issue is the change  of  system of governance , that is to  change from the Presidential system to Parliamentary system ,  from the disinterested point of view  , it is also another childish demand , simply , because the US federal system , we are take as paragon for our would be federalism is the Presidential system , where the President is both the head of  state and head of Government . The president is sworn in by the Attorney General not before the Congress or parliament for that matter

Ladies and Gentlemen, we, South Sudanese, we do things only for short term solutions or for our personal interests and benefits forgetting the future generation. We don’t take decision or do things that will help us and help the future generation. Why  I say  so , look , when John Luk  Jok  was writing the constitution ,he wrote in such as way that will favuor him , his friend Salva Kiir , and punish their opponent , probably Dr Riek .

The same thing  is happening now with rebels  , the rebels are demanding for Parliamentary systems , not because it is better than the presidential systems , but,  simply , because the rebels don’t  want  Dr Riek Machar to take the oath  of office before President  Salva Kiir .  They want Riek to be sworn into office before parliament. Swearing in Riek before Kiir make him a subordinate to Kiir. This is why the rebels are calling for parliamentary systems only for Riek to skip Kiir. Who can Riek leapfrogging Kiir help now or in future?

My friends in opposition, stop crying over the spilt milk. Stop putting milk back into the jug.  You had missed your chance of executive powers on December 15, 2013. Therefore you have to be accommodated in the post of the Prime Minister who will be the head of government business, signing contracts, launching government projects, making project proposal but not executive Prime Minister with executive powers to appoint or disappoint publics servants like the ministers, those executive powers are given by the people in election.  If you want those powers it is better you call for early election. You can say election will be held just six months from the date you sign the agreement.
