Kampala Summit Makes Fundamental Changes to IGAD-Plus Document

A recent meeting in Entebbe by IGAD head of states —- Uhuru of Kenya, Museveni of Uganda, Desalegn of Ethiopia, Bashir of the Sudan —- has made substantial changes to the IGAD-PLUS compromise peace agreement. For example, no demilitarization of Juba, no sharing of power at state level, but only in Juba (executive) and the status of two armies will be decided by the IGAD’s chiefs of staff of four countries:
