Dear Hon. Deng Dau Malek (MP),

RE: Your Statement in Twic East Meeting in Juba {Dated 19th Oct 2015} that “Rebels Choosing rebels”

October 27, 2015 (SSB)  —  As members of your respective Constituency that elected you to represent our constituency in August “NLA” House, we are writing to express our deepest concerns and strongly condemn the recent statement made by your Honorable describing the members of Twic East County in a meeting at General Bior Ajang’s House in Juba on {19th Oct 2015}, as “Rebels Choosing rebels” for the position of Caretaker Governor of newly created Jonglei State.

Hon. Deng Dau, we acknowledge your great contributions you have made throughout the crisis of {15th of Dec 2013}. As well as trusting your commitment to the leadership of our land. However, we felt hold back when we heard of this statement calling the entire community “rebels.” This is one of series of public pronouncements made during the onset of December 2013 political violence as ill-innuendo against your constituency of Twic East which aimed at singling out Twic East sons and daughters abroad and inside the land.

We also recall this unusual and unacceptable statement and its consequence of such declaration of “rebellion”, which could culminate in the incitement of possible violence against the community and her well-being. Therefore;

  1. We strongly demand you to apologize before the community in writing to clear such damaging statement
  2. We encourage harmony and peaceful coexistence among our people at different levels and with the hope that you will support their common objectives
  3. We recognize all members of Twic East County residing in Juba and elsewhere to abide by your democratic rights as an individual. However, you need also to be cognizant of principles of self-expression as laid down in the Transitional Constitution of the Republic of South Sudan 20111 so as not to preach hate speech that could spiral violence and mistrust within our communities. Well-usage of freedom of speech is an ingredient of the democratic society we all envisaged
  4. We also call you not to undermine the genuine role of our elders in Jieng Council by single-handedly attributing yourself the creation of {28} states in the Republic of South Sudan as your sole made and work

Finally, we strongly urge you to eschew any similar statements in the future. Please consider your statement as a negative gesture which could plant hatred among our people and serve to undermine overwhelming support enjoyed by H.E. Gen. Salva Kiir Mayardit, the President of the Republic and who is son of Twic East too.

Thank you for your attention. We look forward to your response outlining the action you are going to take. We think this is the best way to approach this vital and sensitive matter.
