January 28, 2016 (SSB)  —  I have been scratching my head and scrambling over many ideas on how the failed stakeholders of Duk County who are making the people of Duk to be the downgraded minority of the newly-established and a tripod Dinka-speaking Jonglei state can be removed. This is because I know that the roles that most parliamentarians fulfill are often summarized as representative, legislator and scrutinizer of the government. The first refers to the fact that MPs have been elected to parliament as representatives of their electorates. The second reflects what most people see as the central responsibility of an MP, to pass legislation, whether original or changes to existing acts. The third covers the scrutiny or oversight that parliamentarians are expected to exercise over the workings of the executive including the implementation of laws passed by parliament.

“When they have no duty and responsibility, why the people should elect them? Why they should be called as public servants? They in fact are looting the country and its wealth in the name of their privileges. People of Duk County must ask for the removable of these Honorable Members of Parliament and State Assemblies”.

It’s clearly spelled out in the constitution that every Member of Parliament is the voice for his/her constituency. Every MP has to raise issues of his constituency in Parliament through questions, debates etc.  An MP can also play a role in implementing projects in his/her constituency by following up on projects at the level of the County Collectorate or at the State government and Central government level. For instance, a member of parliament who frequently follows up and monitor projects in his/her constituency, by meeting with State and Central ministers. And they are failing!

The government has also assigned a responsibility to every MP to develop roads, schools and healthcare centers in his/her constituency under the Constituency development Funds (CDF). Although, no new funds have been allocated under different scheme, the MPs are required to take efforts to leverage funds from different schemes of the State and Central government and channelize them to develop the their respective counties.

Having observed the records of the Duk County MPs for the past 5 to 7 years, most of our MPs seem to have no clue of why they are in the Parliament. Most seem to think and behave like negative disputers as their strength. They do not show respect for the county and dignity, include the Hon. Philip Thon who is the flag bearer. Prevalent lack of proper education, enmeshed in some rotten culture most of our MPs are just waste.
“Being a good community representative is not developed through mere contribution in the parliament. Community representative is, at its essential, social accountability. It means doing your part for the common good, making your community and its institutions work well, serving the community, and obeying the laws.”

Throughout the course of my day, MPs of Duk County leads us down everywhere. … Water, education, healthcare, roads and youth empowerment that comes from a government are not reaching people of Duk……To be Continued….
