In Jonglei state, all counties are equal but some are more equal than others (Part 2)

Abstract from Animals’ farm

March 14, 2016 (SSB)  —  Issue of milk was very paramount because it is tasty, saccharine, flavorsome and appetizing and animals had decided not to behave the man-way after having overthrown Jones (a human and owner of the farm) whom they believed to have mistreated them

“Comrades!”  Cried Squealer (a pig and the spokesman of animals’ farm)

“You do not imagine, I hope, that we pigs are doing this in a spirit of selfishness and privilege? Many of us actually dislike milk and apples. I dislike them myself. Our sole object in taking these things is to preserve our health. Milk and apples (this has been proved by Science, comrades) contain substances absolutely necessary to the well-being of a pig. We pigs are brain workers. The whole management and organization of this farm depend on us. Day and night we are watching over your welfare. It is for your sake that we drink that milk and eat those apples. Do you know what would happen if we pigs fail in our duty? Jones would come back! Yes, Jones would come back! “Comrades” Squealer cried almost pleadingly, skipping from side to side and whisking his tail, “surely there is no one among you who wants to see Jones come back?”

The issue of milk had been earlier discussed by hens, “what is going to happen to all that milk?”

“Jones use it sometimes to mix some of it in our mash” said one of the hens

“Never mind the milk comrades!” Cried Napoleon the pig (the boss of animals’ farm, placing himself in front of the buckets of milk, “that will be attended to”.

That phrase compares to Bor county intellectuals who are too close to the state/presidency and would therefore thinks that they have managed to drive away Nuer and murle with their connections and now will be pleased by being given extra Mp seats such that those ones they fear most do not come back! Hell no!

Duk County is located at the northern part of new Jonglei state and in the middle of old Jonglei. It borders Pibor in the East, Uror in the North East, Ayod in North West, Twic East in the South and River Nile in the West.

Duk is a county of largely two communities, Nyarweng and Hol. It is one of the few counties if any other exists; with over five payams- it has six.

Our friends in the South, especially the neighboring Twic East and Bor thinks Duk County is of less population and should be under represented.

With what they think, they need to be informed that Duk’s population is not what they think, and though it is what they think, then its representation what so ever should not be the way they think (read part 3 of this article for more details).

First of all, even some of the intellectuals of Bor and Tui could say it openly that Duk is of less population Kuol said it as well as Makuei and some bandwagon Twic politicians who are thriving after vocal, thoughtful, frankly speaking and rightful Malok Aleng and Chol Biowei’s death – the type who thinks that holding a directorate or a commission has qualified him a politician or being compromised to be women Mp on the sideline of the qualified ones on the bases of certain sub-clan has not been represented puts fictions in one’s mind that she is qualified, where?

Or being quiet because you have been made a speaker of parliament or governor and therefore indulging yourself into talking on behalf of Duk would make you lost your position, and you still think that you are a role model! Twic East County is indeed orphaned, only gamblers have remained or if any exists then they are awfully dominated by the unthinkables!

You may lose your Mp position or speakership tomorrow or later, or decreed out of the Commission anytime but the peoples’ constituent can never be lost in anyway. Twic East should complain their seven seats (remaining one seat) and back us up in complaining our remaining four seats, that is what being fair and honest means

Let your known honesty and fairness not die with the two aforementioned legends – Malok and Choldit. Let you not be submerged by those ones who seeks to maintain their positions by collaborating to the disadvantage of your people, start weeding them out or tame them

You seemed satisfy now for having been given gubernatorial seat and that is why you do not seem to care about others but that position is not very important enough. Do not be pleased with it, it is not permanent. Look for the enduring one and lobby for the means of strengthening your relationship in an honest way not through mischievous techniques

Now, what has given our neighbors believe that we are of small population is National Bureau of Statistic’s report of census which censurs was marred with lack of intellectuality, rush, and incompetency. A lot of things were assumed, many went to the field and their findings were either wrong, ignored, or misplaced.

The whole commission resorted into common sense not knowing that we are in the world of principles and research of facts, maybe under the instruction of the chairman. In this contemporary world, you need to tell the people the findings whether it is a hypothesis or complete but not what you think, languishing in analogue or old age system of pretending to know which lastly results into one misleading the society with wild assumptions is very dangerous.

According to South Sudan’s statistical yearbook 2011, Duk County does not have a border with Pibor in the East and instead places Uror County there (South Sudan Administrative and Geographical overview, 1.1; Overview of South Sudan Counties, page 1)

Uror is not practical where it is placed, Uror does not share any border with Twic East and Bor County either but with Duk, Ayod, Akobo and Nyirol

I was happy during census for having learned that Hon. Chol’amot (the commissioner of south Sudan’s Bureau of Statistics) a neighboring Kongor to Duk County would set clear the border issue that has long been a born of contention with the neighboring Uror but I am seeing even worse than what has been on the ground, leave aside what it could have been.

Not that he should have used his powers to in our advantage but instead use his knowledge of what he knows to do so.

Now that Uror is placed between Pibor and Duk, where is Gadiang, Johk Pan’Lual Ajok, Pajarb3 ‘de’Lual Ajohk, Yaar, Liel’thok, Nyangdit, Paguluong, Paduur (piom’pan Doh Tiit), Gualagok, Alath’Lual Lim, Panyaang (not Aguer’s father), Payoom, Paguiith, Taaar’weng and many others?

Where are the Nyarweng’s kraals or cattle camps like Metbiong, Athuei, Panyang’Luel, Gorgor, Nyang’Achot, Nyang’E-thaau, Wunthoou/Wer’thou, Aweng’rou, Kerkok, Patal, Thieth’kol, Gueng among others?

This part two only explores what the neighboring Twic East is not doing that they should have done, and the misplacement of Urror County by the Commission of South Sudan Bureau of Statistics

The 3rd part of this article will focus on the so-called population versus the presidential decree which created 28 states, the Mps of Bor with the backing of their friends-Twic East thinks that Duk is too small to qualify for seven Mps and Two Counties. We will look into that later
