April 8, 2016 (SSB) —- It is not clear up to now that the Chairman & Commander in Chief of SPLM/A-IO the newly designate 1st Vice President of the Republic of South Sudan, Dr, Riek Machar Teny Dhurgon, whose mission to Juba has been publicly announced by JMCC and Troika to arrive on 18th April/2016.
On the face of the agreement signed on 17th August/2015, said that 2,910 SPLA-IO troops would first landed in Juba and Chief of General Staffs (COGS) Simon Gatwech Dual Hoth would do a proper demilitarization within Juba along with his counterpart Paul Malong Awang and the access forces of SPLA-IO that mends to be canton at 25 killo around Juba would also arrive in their cantonment sites then, Dr. Machar would arrive in Juba the week after. But it appears that JMCC, Troika and the (2) SPLA chair commands have made an extra agreement in Juba beside the known agreement by the general public.
Juba still carrying attacks and denies the present of our forces which we have cantoned in both Equatoria and Bhar el Gazalthat means, there is a plan going on with government and this may also crates panic and jeopardize the implementation of peace agreement.
Why do troika, JMCC and the (2)SPLA Chair commands interfere deeply to compromise the security arrangement on one side by reducing the agreed number of 2,910 to 1,370 at the side of SPLA-IO? Why the government should still holds military tanks inside Juba while JMCC, Troika and the (2) SPLA chair commands put limitation on our heavy equipment? (119 PKMs and 80) RPG-7 could not bring a good shape in the implementation otherwise the SPLA-IO GHQS still has its lost legs on what is going on in Juba unless 2,910 along with their heavy equipment including Tanks, D-30s and access forces also arrives at 25 killo around Juba not just PKMs and RPG-7 as mentioned by JMCC, Troika and the (2) SPLA chair commands and the likes.
