3 Actors : Who is legitimate actor to reorganize South Sudan from jungle into zoo

August 6, 2016 (SSB) — South Sudan is a jungle in last three years, , a jungle , in sense that it people fled to refugee camps ,many killed , many displaced , have no services and hit by economic hardship .
As the situation became bad, three actors are competing to bring situation back to normal. These actors are 1. Foreign organizations e.g. UNMISS, IGAD, AU and Third force 2. South Sudanese political opposition parties 3. The Government of South Sudan. Who is legitimate actor among three to reorganize South Sudan from jungle into zoo? , let’s examine them .
- The foreign organizations like UNMISS, IGAD, AU and Third Force or Regional or intervention force. are barred by the UN Charter that guarantee the state like South Sudan ‘’ state sovereignty ‘’ and ‘’right of non-interference in domestics affairs of the state ‘’ second to that , the intervention force is always to help one side win over the other , who is this one side they want to win ? Therefore, the foreign actors are not the legitimate actors to reorganize South Sudan from jungle into zoo whatsoever case.
2 South Sudan political opposition parties started the war by appealing to ethnic solidarity and the war was described by extremist media as ‘’ ethnic conflict’’ that is between Dinka and Nuer or us or them , they failed to achieve the end of the war which was the overthrow of the government or the Regime Change . The conflict was resolved by using best way of ending the ethnic conflict all over the World, which is the power sharing. The broad-based government was formed. The problem of the political opposition parties was solved by the power sharing. Yet, they are still calling for South Sudan to be placed UN Trusteeship, this is the overthrow of state, which is treason. Therefore, they are not the legitimate actor to reorganize from jungle into a zoo.
The Government of South Sudan is the broad-based now , it is coalition of ethnic groups, therefore the coalition of ethnic groups is the legitimate actor to reorganize South Sudan from jungle into zoo by coercion, the work of any good government must compel everyone to enter to zoo and must deter any one from leaving zoo.
To the Government, the innocent people have been killed by the politicians and Generals. No politician or Generals who have been killed people is killed or arrested.
Is South Sudan a jungle or state? If South Sudan is a state, then, state is the public power machinery that protect people and their property. Then why the politician killed people and twists and turns in and out the hands of state apparatus?
Look, the state apparatus solved the problem of Jonas Savumbi of UNITA rebel in Angola after he violated many peace agreements. The state apparatus arrested Fonde Sankoh of RUF rebels in Siera-leone. The state apparatus arrested Abdullah Ochlan of PKK rebel in Turkey with help of foreign intelligence service. why is this not happening ?
