August 9, 2016 (SSB) — I hereby humbly send in my profound greetings and congratulation message to you for having attained this tremendous and high-flying career in your success, having been appointed as a treasury or formally known as Ministry of Finance and Economic Planning. In nutshell I cannot really know how to express my gratitude and happiness toward this achievement you have in your hand at the moment. Regarding the current situation in South Sudan where there exist instance reshuffling, instability and mistrusts, government fights and struggles of getting loyal, competent, transparent civil servants with exemplar integrity like you- has indeed has become government core task at the moment.

This ideal or core task and genuine call to the nation of South Sudan triggered the appointment of your fellow civil servant like General Taban Deng Ghai as First Vice President of Republic of South Sudan, the state of South Sudan was eminently taken by immense surprises to such sudden sunrise on Monday July 2016 25th. In regard to this, many scholars, political analyst, journalists and concern citizens of my kind have elucidated their ideas at the best possible way they think it is deemed fit.

But above all, all their ideas and reasoning focus on one thing that the leaders who should lead South Sudan at the moment should be competent, loyal, transparent and leaders with sound integrity for which you Mr. Stephen Dhieu Dau have got it all owing to profound experience you have plus the highly flying academic career you have gone, our only prayer just goes to God to guide you through and to enable you achieve a remarkable development within the ministry of finance and economic planning in this beloved country of ours.

Having being successfully appointed as Minister of Finance and Economic Planning, henceforth, you find it very regardful to steel engraving some fundamental inputs that; I would like you to share it into consideration and kindly should work tirelessly in achieving them with an offing. All works or missions on earth runs smoothly through clear goals or objectives whereby the performer will keeps ringing the bell towards it and in the end something (goal) is achieved or accomplished and the performer has got his or her name sounding in all corners of the country.

Dear audience, the writer has amply believed that Hon.Stephen Dhieu Dau’s aspiration is all about lead by thought and not by little please, he is a serving leader than office holder minded. His work is more of technocrats and delivering services to citizens, and less politically stimulated as some South Sudanese ministers have habitually been making it as a fringe benefits. Of course, that make him more distinctively over others. His hardworking ability and diligent has proven him to be a mantrap in the eyes of both Mr. President the (employer) and the public heads nodding accounts. With such references I would be a first confessant to his reappointment to such pyretic ministerial wherein our whole country is wholly-hearted banks upon.

Simultaneously he has gained healthiest trust as he was again awarded with a 4th post after previously held ministries: knowingly- Ministry of Commerce, Trade and Investment, Petroleum and Mining Ministry 2012-15, then again assigned to the 3rd ministerial in The Government of National Unity (TGONU), the same Ministry of Commerce and Trade Investment 2015-2016- 25th July;  when another rare and indeed rare golden-opportunity was availed to him by His Excellency the President Republic of South Sudan- General Kiir Miyardit, in the same (TGONU) on Monday 2016 July 25th at 20hours of local time, the Ministry of Finance and Economic Planning was conferred to Hon. Stephen Dhieu Dau as number 7th to hold that ministerial after legendary transitions from Elderly Arthur Akuien Chol from (Jieeng De Bar El Gazal/Mialual-Aweil), to Kuol Athian Mayuen from (Jieeng De Bar El Gazal/Mialual-Aweil at that time), to Deng Athorbei Deng1 (One) from (Jieeng De Bar El Gazal/Agaar-Lakes State at that time ) to Kosti Manibe Ngai from (Western Equatoria at that time) to-Aggrey Tissa Sabuni from (Central Equatoria-Kajo-keji at that time) to Deng Athorbei Deng 2(Two) from (Jieeng De Bar El Gazal/Eastern Lakes State) ( and then to Stephen Dhieu Dau from Jieeng De’Padang-Eastern Nile State -then).

With such brief backyard history, I am steadfast to compliment his new role with eclectics’ applause!

Dear Hon. Dhieu! In the present conceptuality there’s much to gazes at. Each and every South Sudanese, unborn ones, birth ones, child, old adult and youth will largely be hangings at your two-shoulders, forefront and feet of alarms for the retrieve hopes to cherish upon our people who are in the midst of ruins and crushed hopes gloated over by the odiously politics in our country.

The mountains demand from our society is a real and chock-fully trials that need extreme precaution techniques to bailout general anxiety in the shortest duration of time. Our country is at the verge of economic earthquakes, economic smothered in weeds, economic maims, and much precisely; just haunted and flanked by squad of ghosts’ looters, and soakaway by nepotism. But with you Sir! No rivalry doubt that you’ll over comes every single circumstance once time is accorded to you. I am more obliged to articulate one of the greatest sociologist, Mr. Robert L. Stevenson, who once said that “You cannot run away from weakness; you must some time fight it out or perish; and if that be so, why not now, and where you stand?” Indeed this is an echo tune to the above title of this very message. Thereof, following are the fundamental goals that are being presumably tagged in by ordinary minds for our economics’ regenerations. Though I am neither deeply oriented an economist nor a scholar but a concern citizen who would wish to add on notes.

  1. Firstly it is my humble suggestions that; there should be proper implementation of the country yearly budget this will allow the country to achieve effective and efficient regional development within the shortest period of time or more so be long term viability.
  2. Secondly there should be high improvement in the country’s level of transparency and accountability. This will enhance the country to reduce the high and ever increasing level of cesspool corruption in the country.
  • There should also be proper planning majorly on the country’s salary payment of the civil servants. This will enable the country to control the chaotic reactions which normally come from the angry-civil servants, almost on monthly because of unreasonable delay in salary payment.
  1. Therein you as well need to commendably address policies which will be focusing much on balancing trade in South Sudan whereby the importation and exportation of goods from and in South Sudan should be balanced. This will make the country to fix the problem of devaluation of our country currency.
  2. Moreover our currency need to be introduce to the neighborhood countries’ markets thus to lower capacity demand for US Dollars currency as well other currencies that are being trades in South Sudan, prizes of every trading item should be unconditionally equated to local currency over USD. .
  3. There should also be implementation and enforcement of strong law which will regulate banking activities in South Sudan; more so in the areas of exchange rates control and the fixing of interest rates on loan borrowing in South Sudan. This is necessary owing to the fact that in our country at the moment exchange rate of money is not being firmly monitor, notwithstanding majority of our citizens are being cheated without laws to help and protect them in this precarious moment. Foreign exchange banks should be freely trading at any time than giving conditions of applying for USD in the black markets. I believed that what contributed most to the Juba’s money hand trading as the only ultimate mean of getting exchange rates.
  • Also I deeply felt that, it is a noteworthy enough to discourage hotel lodging for the government officials, hence to encourage total reliable revenues budgeting, either being daily, weekly, monthly, quarterly or full yearly budgeting. It would be a wise idea for our government to start up the programme of quarters to accommodate in those who don’t have permanent residential, but led alone those with concrete buildings be at owner’s risks. Thus frequents travelling should be at limited designates for instance in your ministry, it should be minister and his delegated employees that can obtain such privilege at that short time.
  • Another core issue you may need to put into consideration and willingly endeavor in all earnest to convince government to accept is that, there should be diversification of economic activities in South Sudan. Currently in our country we focus in only one economic activity majorly which is oil production and incase it collapse it will automatically be disastrous and our citizens will not survived. I believed we already had a tasteful of it. Other economic activities like farming and rearing of animals should supposed to be embrace in South Sudan as soon as possible if you, I and the rest of South Sudanese foresee and accepted such care for viable economic strengthens.

Finally in the summing of the coroner, I would like to amply suggest and guarantee that the president of South Sudan; by entrusting you with the ministry of finance, economic planning and development he has moved one step ahead of improving the economical chains or lucky bag of our beloved country South Sudan, with this henceforth making the second and the last step for our nation to achieve a booming economy, the ball or the mantle is already lying in your hand for which I know with the sound erudite you have in line with economic field of academia, your hard working ability, your undoubted experience, your profound loyalty, your progressivity vision aims and transparency in most of the tasks you have been performing for our country, defines no riffs-raffs doubtful, but rest assured that you will expertly scores within the nicks of time; and make South Sudan receives the most lucrative and desired economic development; of which if not you, we would have been waited for long, long time, but with you now holding the mantle with a right handy at the moment; our economic development is near, approaching and soon knocking at our doors in South Sudan’s name Oyeeee! They say “What you do for yourself will die with you, but what you do for other people will remain on earth” For real your ignoblest status of Jieeng De’ Padang has carry much to be pays for.

“Do a deed of simple kindness,

Though its end you may not see you;

It may reach like widening ripple

Down along eternity”.

One’s at all know that a field for a ship is ocean but a field for a heart is reflection.

Congratulations please and again please do your best and make your name to remain on the records of economic development of South Sudan forever and ever Amen.
