After decampaigning government of South Sudan, JMEC resumes it operation in Juba

September 12, 2016 (SSB) — Who is a JMEC? The origin of JMEC signifying many names for its specific roles, mandates, duties and responsibilities, and other JMECs distinct from JMEC in South Sudan. In Japan, the JMEC obtained its source as “The Japan Market Expansion Competition (JMEC) is a business training program in Tokyo centered on a business plan writing competition that starts November 5th. And in India, “JMEC is to build on a foundation on the skills of accomplished Indian Technocrats, Managers, Industrial Professionals, Trainers and Educators. The goal is for the youth of India to utilize modern methods of training and technology to excel in industrial and vocational areas that are desperately needed in the country”.
In South Sudan, JMEC is a Join Monitoring and Evaluation Commission, (JMEC), for the agreement on the resolution of the conflict in the Republic of South Sudan. The JMEC is responsible for monitoring and overseeing the implementation of the Agreement and the mandate and tasks of the TGoNU, including the adherence of the Parties to the agreed timelines and implementation schedule. In case of non-implementation of the mandate and tasks of the TGoNU, or other serious deficiencies, the JMEC shall recommend appropriate corrective action to the TGoNU.
On 7th, 8th, 10th, and 11th July 2016, the fighting erupted in J1 Palace, and IO forces were driven out of the capital city of Juba. President Kiir Mayardit questing Former first vice President Dr. Riek Machar to report back, and both of them to resume full implementation of peace agreement, but Dr. Riek remained silent in hiding place until SPLM-IO leadership replaced him with new First Vice President, H.E.Gen. Taban Deng Gai, and for the smooth transitional leadership in references to peace agreement, which said, “the position of First Vice President should not be left vacant for 72 hours”, but in doing it principally as peace require and the for the peace agreement to continue, JMEC closed their office for indirect and direct protests, and denounced the process followed by SPLM-IO leadership, and complemented by government of South Sudan, “that the replacement of Dr. Riek Machar with Gen.Taban Deng Gai is in question”, said JMEC leader.
And JMEC leader was asked by journalists in Juba about changes made in SPLM-IO, but he said, “This is an internal problem, it is SPLM-IO to decide, we in JMEC have no problem since peace agreement may continue”, and when he left the country, JMEC turned back their support down against Transitional Government of National Unity, (TGoNU), and began conducted Anti-government conferences in Khartoum, Nairobi, Addis Ababa, Kigali, and series of visitation to different cities lobbying for negatives wishes for the government of South Sudan. According to JMEC, they thought with Riek, peace can go without blockage.
Instead JMEC to recommend appropriate corrective reports to the TGoNU, and to stakeholders to peace agreement like IGAD, AU, TRIOKA, UN, then JMEC decided to take side against the government who host them, that the procedures taken by SPLM-IO and government under leadership of Salva Kiir Mayardit is not correct according to shaky peace signed in August 2015. But SPLM-IO insisted that the procedures they have followed and applied are correct in article six according to peace agreement, but JMEC was so ignorant about articles of the peace agreement which replace leaders when there are emergencies like death, sicknesses, disabilities, and a peace contents which they are in Juba to monitor.
Recently when US secretary of state John Kerry arrived in Nairobi, and got procedures followed by SPLM-IO leadership and President Salva Kiir are absolutely correct, he recognizes the replacement of Dr. Riek Machar by Gen. Taban Deng, Kenya also recognized the new first vice president, followed by Sudan. Shamefully, JMEC is now being identified as chasing and catching the wind of John Kerry by trying to eat back its own vomits, the really work we would have aspect JMEC supposed to do from the very beginning in their report to the whole world about peace in South Sudan.
JMEC as a join monitoring and evaluation commission has involved itself in South Sudan national affairs beyond their mandate, duties and responsibilities, for example, JMEC is also denying South Sudan federal rights of 28 states which was the ultimate demand of the people of South Sudan, and many other things. If I were JMEC I would have looks after issues to peace agreement, and avoid being bias, because the right mandate of my assignment is to make sure peace agreement got its aims and goals toward national stability.
After JMEC realized that they were in a wrong track, they resumed their office activities to monitor the peace agreement in Juba this week after a long unauthorized holiday. It is completely shameful and if I were a JMEC leader, I will resign. My advice to JMEC is that they should strictly abide by powers of their mandate, rules, duties, and responsibilities, and not distorting again the mind of our new First Vice president Gen. Deng Gai who has pitifully realized the suffering of our people across the region and beyond.
We have seen JMEC as a weak body that depend on UN, IGAD, and TRIOKA decision and does not make its own decisions but I term JMEC as slave African tool who believed in white false saying, that “there is nothing good that can come from Africa”, that ideology is paralyzed now since we have charismatic leaders, and traditional leadership in Africa, it is better to give your report on what you saw from the ground. I thought before in mid-July, JMEC will recognizes new first vice president and gives possible continuation of peace agreement than other nations like US, Kenya, and Sudan because they are here living in Juba, but with terrible shocks, JMEC failed to score the game.
I have realized for sure that problem of others like South Sudan has become projects and jobs opportunities for others and others are well off in an economics status through bloods of innocents, and vulnerable and victims of wars globally. The world is full of problems, conflicts/wars, and poverty because there are no genuine regional blocks and international blocks to follow, and solve issues. The existing organizations like UN, and regional blocks like IGAD, Arabs League, EU, etc are failing the world, and the world is almost running mad to uncontrolled unless new fresh organizations are needed to tackle human problems. GOD BLESSES SOUTH SUDAN.
