Governor Philip Agwer to appoint 14 county commissioners in Jonglei state
4 min readUnder the new 28 states political dispensation, Jonglei state has been divided into 14 counties—8 for Bor, 3 for Twic East and 3 for Duk. The 14 County Commissioners will be announced on Thursday or Friday, this week.

September 14, 2016 (SSB) — The governor of Jonglei State H.E. Philip Aguer Panyang Jot said 14 county commissioners will be appointed this week. The governor welcomes the fourteen counties earnestly saying the wishes of the Bor community shall be implemented if they are contented.
Governor Philip made the remarks on his arrival after visiting presidency and South Sudan council of states after proposal for the 11 counties by surprise become 14 in a document signed by the president of the Republic Gen. Salva Kiir Mayardit plausibly suggested by the council of states.
Bor County had earlier asked for 5 counties which eventually become 8 counties meanwhile Duk and Twic East share three counties respectively.
“If the community has the commitment the state will have to implement the wishes of the community and this week we shall appoint the commissioners,” Aguer told the PaanLuel Wël website in an exclusive interview.
He went on to say “If the communities are comfortable with the counties I think anyone who want a county in South Sudan can get a county provided that there is no conflict whether you want to promote your Boma to a county that one is allowed provided that you can manage.”
He warned in the nearest future the lack of resources will pop up citing that most of local government structures shall support themselves. He advised the communities to settle the county border disputes affably.
The financial year budget has disadvantage Jonglei state. The governor met with South Sudan minister for finance in Juba to thrash out the way forward in a meeting attended by the Jonglei state ministers of finance, physical infrastructure and the Speaker of August house. Jonglei state has a work force of five thousand meanwhile Bieh and Fangak states have almost 2,000 workforces together.
In his visit to Juba, he also acquaints himself with government of national unity after the fighting in J-I subsequent by reshuffle in the key position including interior which handle the law enforcement.
He visits the national minister for interior Hon. Michael Chingdak to confer the formation of administration police in 16 Payams of Jonglei State. The deployment of community/administrative police will be stalled because of the economic meltdown a stumbling block in the enforcement of law and establishment of administration police in the country.
Jonglei State has identified over 3,000 youth in the 16 Payams tasked with protection of villages as volunteers. They shall be upgraded as administrative police with technical support from the national government, Governor Aguer said.
Still in Juba, the governor also discusses stabilization of three areas of Boma, Fangak and Jonglei States through dialogue. He met Hon Duop Lam, South Sudan national minister of public service and human resource development, an influential political figure from Fangak to iron-out the possibility of holding peace conference at Duk Padiet to reconcile the grass root.
“I met also the minister of defense Gen. Kuol Manyang Juuk his deputy David Yau Yau and army chief of general staff Paul Malong Awan to fill the gap of law enforcement in combating cattle raiding and border issues in the absence of police and the agencies,” He said.
The Governor had earlier said that the delay in appointing Commissioners is due to lack of funding and infrastructure for new offices of the Counties. Jonglei State had earlier established 11 Counties before adding another three to make it 14 Counties in total.
The communities are eagerly waiting for the appointment of Commissioners and the governor reveal their appointment by Thursday or Friday this week.
