September 18, 2016 (SSB) — On the behalf of Bor Community Youth Association (BCYA) and on the behalf of the entire Bor Community, we would like to congratulate H.E the President Gen. Salva Kiir Mayardit, Councils of States and Jonglei State Governor for creating and giving 8 Counties to Bor Community in Jonglei State as the implementation of the Presidential decree order No. 36 of creation of 28 States which was issued in 2015.
The people of Bor Community whether within or in Diaspora have received the Order with excitement and they will stand behind the president’s Order and give it the support which it deserves in every single step it makes in the interest of peace, unity, stability and empowerment of the people. The decision of the president is constitutional because this order is a fulfillment of the SPLA/M’s vision of taking towns to the people and services closer to the people.
The constitution talks about decentralization and the people who have always ask for devolution of powers to the lower level of the government, so the president acted within the law to serve the interest of the people from whom the constitution gets the basis. It does not contravene any provisions in the constitution because Bor Community is the largest Sub-tribe in Jonglei State.
The will of our people is one of the sources of the constitution and this Order is the will of the people of the Republic South Sudan in general and Bor Community in particular because they have been demanding it since the exodus of this Country. The Order is serves as an implementation of federalism system of the government because all people of South Sudan were in need of federal system of the government, therefore, the president has implemented the peoples’ demand.
In addition to the above mentioned; lack of unemployment is going to be reduced because majority of unemployed youths are going to get jobs because services are to be decentralized from the grass roots such as Bomas, Payams, Counties and State levels. No one will be jobless again right away from rural to urban area Beside that above mentioned points; congestion in city is going to be reduced because those jobless people in the city are going to migrate from city to countryside to develop it; the resources will not concentrates in the city alone because many people will take resources to their own states to develop it.
Basic services are going to be brought closer to the local populations, hence no need for them to run to towns which is very far away from them anymore. To enlightened the creation of 8 Counties; this will reduce insecurity in the State, a Security is going to improve generally because what create insecurity is poverty and lack of employment, since everyone is going to have job opportunity, security will not be an issue anymore.
These creations of more counties will strengthening unity among citizens since no one is going to be burden to other County or state due to lack of basic need in her/ his state. The business and agriculture is going to improve in the nation every citizen will compete for the development issues. The powers are going to be devolved to states, so every citizen is supporting the ideas.
To add on; it will promote effectiveness and efficiency in service delivery, the adoption of federal system of governance under the creation of 8 counties will enhance good governance and democracy. Lastly, we thank the President for his sagacious decision and the Council of State for approving and passing it.
