14 County commissioners sworn into office, Governor warns of amalgamation of failed counties

September 23, 2016 (SSB) — The 14 most celebrated County Commissioners of Jonglei State, three deputy Mayors, chairperson of newly created economic development commission have been sworn into office Friday following their appointment last week as governor warns of amalgamation of non active Counties if services are not delivered to the common people.

Aguer administration has all the legitimacy to implement document from the council of states signed by the president of the republic of South Sudan Gen. Salva Kiir Mayardit recommended by the South Sudan council of states endorsed by local government board rather than the community base initiative.

The government of Jonglei had every-reason to have delayed the establishment of counties and appointment of their commissioners since the beginning of the year because the council of states surprise Jonglei state with 14 counties instead of 11 initially proposed counties and that had to be studied critically.

The governor of Jonglei state H.E. Philip Aguer Panyang Jot said politicians need counties but the people of Jonglei State need services delivery. He further said South Sudan council of states has the statistic on which decentralization is based.

“So we have every reason to create more counties because we have issues of security and your immediate task after the services is the security. We the politician needed counties and the people need services so it our role to provide the services,” governor Aguer said.

The former commissioner of Twic East county and current commissioner of Twic Central county Hon. Dau Akoi Jurkuch applauds the Twic community for keeping him in office for four terms.

“On behalf of former commissioners, I am delighted of the trust given to us by the governor and this is my fourth time to be a commissioner as a trusted vested upon us by the community and MPs,” Dau told the council of ministers.

On behalf of the newly appointed commissioners, Hon. William Majier Alier of Bor Gok County commended the president for the creation of 28 states. He asked the president to create more states besides the 28. Majier said despite lack of county infrastructures, the commissioners should stay at their villages or county headquarters for that matter and deliver what is required of them.

“We must seat under trees do not fear that you are going to be killed, because you must die on behalf of your people. Do not request from governor you know the conditions of south Sudan strengthen your security do not be loitering like the commissioners of last time. Majier Alier told the council.

He further said, “I am going home tomorrow to give services to my people with my head chief. He said if 28 states were not created, Jonglei state should have been at war subsequent to the J1 incident in Juba.

The chairperson of economic development commission Hon. Isaac Mamer Ruk urged the commissioners and the appointees to work for the party. “You work for the SPLM, do not work for the communities be with people avoid random movement,” Mamer whispered.

The governor aloud the peace conference between Dinka and the Murle describe it as great agenda since Greater Bor plan for the resettlement of the people and their cattle displaced to Equatoria region.

The governor of Jonglei State H.E. Philip Aguer Panyang Jot issued gubernatorial decree No 19/2016 for the appointment of 14 new county commissioners to Jonglei state new counties including county name and headquarters last week.

Decentralization is a continued process and as a result, In two years period the government will evaluate and recommend more counties or amalgamation of counties and nobody should be surprised.

Since the British colonial administration districts, sub districts, Provinces, regions and states have been amalgamated and expanded until South Sudan today get the suitable administrative distribution of units. However the governor warns that any fail counties will be amalgamated and the prosperous ones will be expanded into more counties.
