What is the fate of Pibor Peace accord after last night abduction and killing?

December 6, 2016 (SSB) — The government of Jonglei and Boma states signed an agreement to curb cattle raiding, child abduction and killing after days of peace conference between Murle and Dinka in Pibor. The resolution also recommend strongly establishment of join court and join police to patrol the borders of the two states.

Unfortunately last night two pregnant women were killed in Twic North County and two other children abducted by suspected Murle raiders. Besides that, three Murle raiders were killed yesterday and 8 others wounded at 11 Am in the same area. However, the fate of the Peace accord remains indistinct from dishonored accords.

For years now, the violence that ranges from child abduction, cattle raiding, road ambushes and other forms of inhumane act amongst communities of Greater Jonglei, need immediate action to rebuild the broken trust and restore order.

Threats to such peace processes, lack of political will, lack of resources, lack of inclusivity of civil society organizations, and some negative traditional norms and beliefs have been, and still are, the major setback when it comes to attaining the goal a just and inclusive sustainable peace.

The provisions dealing with cases of violent attacks, killing and initiative to improve their relationship is crucial. Signing an agreement is just a timetable of what needed to be done but its implementation is imperative. So then it has no use celebrating it. The 1,500 Joint Integrated Police to create a buffer zone as agreed for, where is money to make it achievable? The political body comprising of the parties to the Accord is necessary for follow up and monitoring processes. Otherwise, the initiative would not be distinguished from all other endeavors on the same objective that have wasted millions of dollars and South Sudanese Pounds in vain.

The top government official in the newly established Bor North County of Jonglei State told SSB on Tuesday that suspected criminals from neighboring state of Boma attacked his county over the weekend abducting two children and killing two women. Mr Luis Garang, the area commissioner said the criminals stormed the area in the outskirt of Jalle; the administrative headquarter of Bor North County.

SSB could not reach authority from Boma State for comments. The incident however happened in the wake of Peace Conference that brought together state and non state actors from the two respective states. The three days Conference aims at bringing an end to child abduction, cattle raiding and other unprecedented acts that for many years strained the relationship between Murle and Dinka Bor communities and prolong suffering of common people.
