Governor Philip Aguer receives Youth Union permanent constitution (JSYU)

January 6, 2017 (SSB) — The governor of Jonglei State H.E. Philip Aguer Panyang Jot and UNMISS head of field offices today received the permanent constitution of Jonglei state youth Union at Jonglei state council of ministers hall.
In September 2016, a ministerial order No. 01/2016 was issued for the formation of Jonglei State youth union steering committee predestined to fuse scattered body that was divided into four based on the division of 10 states into 28 states of South Sudan.
The mandate of the steering committee geared at Constitutional review; synchronization of peaceful co-existence of communities; Security revivalism; resources enlistment; health and education has come to an end.
The minster for information shall now form the electoral committee to oversee the general elections of the youth of Jonglei state this month. Plausibly on Monday, Hon. Jacob Akech Dengdit will issue the order after wide consultation with CBOs, church base, imminent personalities and youth leaders of Bor, Twic East and Duk communities.
The constitution was passed on 15th of December 2016 by 75 delegates from the 14 counties of Jonglei state.
While receiving the JSYU constitution at the council of ministers hall, the governor encourages the youth of Jonglei state to spear head developmental activities and champion search for peace with their neighbors.
“I think the youth will now preach peace beyond the borders of Jonglei state and I hope their energy and commitment will be geared toward peace and peaceful co-existence of our people.
Despite government intervention to restore law and order counter attacks happened on the people of Bor last December now. There is a need for youth Dialogue on such conflict issues so that a livelihood and stability are restored.
The minister for information youth and sport Hon. Jacob Akech Deng Kuanyin said the Youth Union in Jonglei State shall unite the ranks and files of the three communities of Bor, Duk and Twic East communities for purposes of propagating Peace and Reconciliation initiatives.
There were controversies triggered by non satisfied youth questioning the criteria of forming the committee. Now they have two choices either to keep questioning the legitimacy of the committee whose mandate has come to an end or standing up for leadership of the union.
Before the ministerial order was issued, there was a self formed committee that aspired to review the constitution of Jonglei State; the youth leadership of three counties rejected the committee in a rally organized at the constitutional square and several meetings. The body was asked to dissolve self and give room to the right procedures culminating into the formation of the committee. The three youth leaders of Duk, Twic East and Bor communities were also mandated to form the union constitution review committee but they enmeshed over the chairmanship of the committee.
The committee consists of 17 members from Bor, Duk and Twic East counties headed by Rev. James Deng Akeer the Secretary of Episcopal Church of South Sudan and Sudan, Bor Diocese with Secretariat, treasury, information, project planning, gender and social welfare, constitutional affairs, culture youth and sport, peace and external affairs is only tasked with handing over of constitution and other JSYU valuables to the upcoming leadership.
The aspirants who wanted to become the leaders of Jonglei State youth Union can pull up their socks and begin lobbying with the fellow youth of 14 counties through the chairperson of BCYA, DCYA and TEYWA. Now is the time.
