Jonglei’s former SG claim that whatever figure of the loans, it belong to Aguer administration

February 2, 2017 (SSB) — The former secretary general for Jonglei state government, Prof. Mawut Achiek Guarak has issued a statement claiming that whatever figure of the loans it’s belong to Aguer administration

The Governor did not proceed John Koang as Governor of Jonglei State. The former Jonglei state was dissolved by the president via the very decree that appointed all the governors said Guarak.

Guarak said he took charge of the 3 newly created counties of former Jonglei until when he called a meeting attended by the new Governors and John Koang.

All assets were divided and rally was called, presided by myself before the Council of Ministers and addressed by all the governors including John Koang” Guarak elaborate.

He asked, why would Governor Aguer inherit accumulation of liabilities of 3 new states?

I will not buy that any I tell you, I will speak out if this lie is to continue because I was the one in charge when the former state was dissolved.

Prof. Mawut Achiek Guarak confirms that whatever figure that the current Jonglei owes belongs to Aguer administration.

Remember, and people must be very analytical, that this Jonglei State is NOT the same Jonglei that John Koang governed, he said.

Prof. Mawut says what would convince anybody that the liability of the defunct Jonglei was inherited by Aguer Administration, yet we shared all assets and wealth of the former Jonglei among the new States?

This is what people must understand. Every debt falls directly to the new state and governor…Period he added.

He says another way of knowing is to carefully study the number of those who are running after the government for repayment.

They says figure of SSP27 million loans is less it can been over SSP40 million debts owns by Governor Aguer administration.

However Jonglei state governor Philip Aguer says his government never took the SSP27 million loans.

He claimed it was an accumulation of what he failed to mention, from 2014 till now.

“I think that is ignorance, sometimes when you are ignorance and you get raw information you don’t digest it properly said Aguer.

The loan people are talking about, yes there are liabilities and these liabilities [are] from the previous government, not from this government. If you can add up these liabilities, they can add up to whatever number.

But those liabilities are not loans of the current government of Jonglei state”, Aguer told press.

“It is not a loan that was taken as cash, so it is not a loan that was taken as cash from the bank, there is no bank that can give SSP27 million loans. So people mixed up issues.

There is no loan of 27 million, [it] is a sum up, and you can sum up from 2014, 2015, and 2016 and up to now.

You sum them up, you will call them liabilities. But within one year, when Philip Aguer became governor, there is no day when the minister went to the bank and took 27 million. That is a lie and it is ignorance”, he added.

Moreover, Prof. Guarak resigned last year over unstated reason saying that he did not quite the government but quite the position.
