CEPO: UN Chief Warns AU & IGAD against 'Conflicts of Interests' in South Sudan

January 30, 2018 (SSB) — On 29th January 2018. U.N. Secretary-General Antonio Gutierrez has warned countries of the regional bloc of the Intergovernmental Authority on Development (IGAD) against taking sides in the internal affairs of South Sudan. In a speech Saturday in Addis Ababa, Ethiopia, at a consultative meeting on South Sudan, with representatives from the United Nations, IGAD and the African Union, Gutierrez said there were contradictions and conflicts of interest among IGAD countries.
“It is in my opinion absolutely essential … to make sure that any contradictions that might exist among the neighbors of South Sudan are not translated into an influence in the internal situation of South Sudan,” the secretary-general said. From his side, Adama Dieng is the U.N. secretary-general’s special adviser for the prevention of genocide. He told VOA’s South Sudan in Focus program Monday that Uganda and Kenya are contributing to the conflict.
“Although the responsibility is to protect the population in South Sudan, the timely responsibility lies with the South Sudan government; the responsibility to prevent atrocities is regional and international,” Dieng said. He said large quantities of weapons and ammunition are flowing into South Sudan through Kenya and Uganda. “International partners have to start targeting the accomplices, intermediaries of the South Sudanese parties. Community Empowerment for Progress Organization is impressed by the recent positive development from top UN officials speaking out publically about the role of the neighboring countries in fueling conflict in South Sudan. It is one of the factors that was not handled well during the past attempt for bringing peace to South Sudan. The immediate neighbors of South Sudan play greater role in either making peace happened or not
Mr. Edmund Yakani, Executive Director of CEPO says time has come for the AU and UN to take strong measures against any action of any immediate neighbor of South Sudan that contribute towards fueling conflict. Absence of compliance from any neighbor of South Sudan for making peace happen in South Sudan is dangerous and risk. It contradicts and hinders any attempt for bringing peace in South Sudan.
Immediate neighbors of South Sudan need to play positive role in making peace happen in South Sudan. Facilitating any action that undermines efforts for realization of peace in South Sudan is unacceptable and it is disagrees with the global principle on “Responsibility to protection and delivers global peace and stability”.
