Peace Revitalization Updates: Engagement of South Sudan Parties to HLRF

February 10, 2018 (SSB) — The spirit of the revitalizing the ARCSS is running on smoothly. The Parties are in serious deliberations on articles of ARCSS. The deliberation is focusing on improvement of article or creation of new article under chapter 1.

The agenda of the deliberation is mainly focusing on Chapter 1 articles. Chapter 1 articles from 1-16. Till the 4th Day, chapter 1 articles from 11, 12, & 13 were revitalized. It is only article 14-16 left to be revitalized on the 5th Day

SOME ARTICLE PLACED IN PARK LOG

  1. Article 11: was placed under park log to be revitalized later. This is due to disagreement on the size of the national legislature

SOME NEW ACHIEVEMENT REALIZED DURING REVITALIZING CHAPTER 1 ARTICLES FROM 11-13

  1. Essential amendments on articles were done under 11-13

Under article 12: The Judiciary

  1. Establishment of constitutional court was agreed
  2. Forms in the Judiciary were reached

SOME ACHIEVEMENT UNDER DECLARATION OF PRINCIPLES

  1. Constitutional affirmative action for representation and participation of women was increased from 25% to 35%
  2. Under Monitoring and Evaluation of ARCSS article 27: All parties shall cooperative and promote participation of civil society and media on the implementation of the revitalized ARCSS

CEPO OBSERVATIONS

  1. The parties demonstrated commitment for realization of peace deal
  2. The spirit of the deliberation is motivating
  3. Serious focus on revitalizing chapter 1 and 2 of ARCSS was demonstrated by the parties
  4. Chance of 16th 2018 were be day for reaching peace deal among South Sudanese parties is high
