The role of UNMISS PoCs in South Sudan

April 2, 2018 (SSB) — The United Nations Mission in South Sudan (UNMISS) is the newest United Nations peacekeeping mission for the recently Independent Republic of South Sudan, which became independent on 9th July 2011. UNMISS was established on 8th July 2011 by United Nations Security Council Resolution 1996 (2011).
UNMISS is since December 2016 headed by Special Representative of the Secretary-General David Shearer who succeeded Ellen Margrethe Loj. As of August 2015, it is composed of 12,523 total personnel (11,350 military and 1,173 police). It is headquartered in South Sudan capital of Juba. UN Security Council resolution 2132, 24th December 2013 authorized a military component of up to 12,500 troops, and police component of to 1,323.
In a July 2012 speech, a day after the extension of the mission, Hilde F. Johnson spoke in Juba about the progress of her organization UNMISS. Hilde F. Johnson discussed the mission’s protection of civilians and the documenting and verification of incidents. Hilde discussed the January 2012 Lou Nuer attacks in Jonglei State whereby the actions of UNMISS in deploying peacekeepers and alerting the government resulted in thousands of civilian lives saved as well as progress in areas such as policing, justice and democracy.
On 21st December 2012, a civilian UNMISS helicopter was shot down over Jonglei State by Dr. Riek Machar militias; Yes I can say Dr. Riek Machar militias. Because, when he was commissioned or hired by the president on behave of South Sudan government to find out and talk to Lou Nuer militias to cool down for sack of peace in Jonglei State. Regrettably, Dr. Riek Machar took it as an advantage to mobilize Lou Nuer young men against South Sudan regime intended to overthrow his colleague H.E Salva Kiir. Five people, including four Russian crewmembers, on board the aircraft were killed. This was the beginning of UNMISS scenarios.
Hilde F. Johnson Coup d’état plan was adopted after she failed to arrest those who shot-down a civilian UNMISS helicopter and December 2013 deal was made there and as new development that could have been emergent, although our kindness and deliciousness was taken as an plus by opportunists of the ruling party to overthrow the president-elected cde. Salva Kiir Mayardit. Hilde F. Johnson’s plan was hijacked by her inamorata Dr. Riek Machar to achieve his nightmare scheme as Coup d’état planner deliberately to toppled South Sudan regime.
UNMISS “Protection of Civilians” (PoCs) were established for Internal Displacement Persons (IDPs). As of 30th March 2017, a total of number of Civilians seeking safety in six Protection of Civilians (PoCs) sites located on UNMISS bases is 214,979 including 117,654 in Bentiu, 30,559 in Malakal, 38,833 in Juba UN house, 1,956 in Bor, 651 in Melut and 171 in Wau, in Western Bahr El Ghazal adjusted area 25,155.
It is only to enlighten ourselves about the total number of IDPs a located in UNMISS six PoCs is 214,979. It is well-known to each and everybody in South Sudan. What is going on in UNMISS’s PoCs is inhumanity acts of women sexual abuses. The PoCs were established for IDPs sheltering, unfortunately, PoCs have turned to lodges where the massive sexual abuses of vulnerable women is committed and practiced by UNMISS policemen and military men. The vulnerable women in UNMISS’s PoCs are suffering, they’re being raped by UNMISS forces as they wish.
The massive jumping on vulnerable women is common in UNMISS’s PoCs for instance, Malakal, Bentiu, Wau and Juba. Since the senseless conflict erupted 2013 and 214,979 IDPs arrived in UNMISS PoCs, you can envisage how many vulnerable women have been raped and pregnant by UNMISS forces? Oh! No, South Sudan government and Census Commission (SSCC) shall sort it out and release or liberate an accurate statistic of pregnant women and delivered children in all PoCs to provide public awareness.
In conclusion, most of UNMISS forces are from different countries and they were brought in, to South Sudan for the protection of vulnerable people and reinforcement of the government system. So, what shall we conclude then? Do we have any advantage? Not at all! We have made the charge that foreigners alike are all under the power of human rights abuse. There is no one soldier righteous, not even one sergeant among the others. There is no sergeant who will understand the human rights. All have turned away; they have together become worthless army men.
UNMISS soldier’s throats are open grave, their tongues practice deceit. Their poisons of spies is on their management lips and UNMISS is full of pirates and spies who preach hatred words and foreigners’ women are everywhere hunting our country dignitaries, and UNMISS’s policemen are in PoCs raping vulnerable women.
I am cautioning gov’t dignitaries to be conscientious with foreigners’ women to evade Dr. Riek Machar scenarios. We are blessed with shining black ladies, therefore; there will be no reason for us to involve ourselves in foreigners’ women businesses. Having a foreigners’ woman, is obviously a spy woman that was recruited through UNMISS peacekeepers to access the information.
Finally, our government shall empower the South Sudan Police Services commands and reinforce the judiciary to bring the culprits who usually raped the vulnerable women for justice. However, the justice rules and regulations should strengthen and apply to foreigners to diminish and downgrade foreigner negative acts.
