CEPO Welcomes the IGAD Consultative Visit to Juba on HLRF Outstanding Issues

IGAD DELEGATION TO GO TO JUBA ON 30 APRIL, 2018

April 28, 2018 (PW) — A team from the Inter-governmental Authority on Development (IGAD) is expected to arrive in Juba on Sunday to carry out behind the scene consultations on the outstanding issues, a top official said. Information Minister Michael Makuei Lueth said the IGAD delegation will come to Juba on Sunday for consultations with the South Sudanese government on the revitalization process. Makuei, who is also the government spokesman, said his government will hold preparatory meetings on Saturday before the IGAD team arrives in Juba.
Community Empowerment for Progress Organization welcomes the decision of IGAD to directly engaged the South Sudan negotiating parties on matters of effective compromises prior the phase of the High Level Revitalization Forum( HLRF). It is great that IGAD responded to our past calls for lobbying the South Sudan negotiating parties for effective compromises.Mr. Edmund Yakani, Executive Director of CEPO says in the past weeks we have been urging IGAD leadership for direct engagement with the South Sudan negotiating parties for trading effective compromises that will make the South Sudan conflicting parties commit themselves for Sustainable Peace than Temporary Peace like what we have witnessed during the July, 2016. Without IGAD leaders mitigating the estrange and hostile political relationship among the negotiating parties at level of principals  and grouping it will be difficult for making a breakthrough for attainment of peace accord during the next phase of HLRF
The need for create attitude change among the South Sudan negotiating parties is essential for IGAD leadership. The appetite for availing the will for reaching peace and political will for accepting peaceful settlement of the on-going political crisis is fully depending on the mitigating the estrange and hostile political relationship facing the South Sudan negotiating parties. Mr. Yakani stressed
The outstanding issues of the HLRF was much more to do with absence of trust and confidence among the negotiating parties on working together during transitional period for successfully deliver South Sudan out of the on-going political crisis. The fear of losing political power is another issue that created no appetite for compromise for reaching peace accord during the HLRF. Finally, IGAD leadership should also push the immediate neighbors of South Sudan to compromise for making peace accord signed behinds their interest in South Sudan
CEPO is urging IGAD leadership to be transparent in keeping the South Sudanese informed about any development their accomplishments towards attainment of peace for South Sudan. Therefore, we are expecting immediate public statement from IGAD leadership after the consultations with each of the South Sudan negotiating party.
