The Final Resolutions of the SPLM NLC in Juba, South Sudan

1. PREAMBLE
We, the Members of the National Liberation Council (NLC), met in Juba at our 4th Meeting on 3 – 4 May 2018 under the Chairmanship of Cde. Salva Kiir Mayardit, Chairman of the SPLM and President of the Republic, with the attendance of H.E. President, Yoweri Kaguta Museveni, Chairman of the National Resistant Movement (NRM) and President of Uganda; H.E. Sameh Shoukry, Minister of Foreign Affairs of Arab Republic of Egypt on behalf of President, Abdelfatah Al-Sisi and H.E Ambassador Frank Mugambage, Rwanda High Commissioner to Uganda and South Sudan representing H.E Paul Kagame of Rwanda chairman of the RPF. The fourth meeting of the NLC was under the theme: PEACE, RECONCILATION AND UNITY.
Recalling the heroic struggle of the people of South Sudan for freedom, dignity and independence against a background of a long history of conflicts, injustices, poverty and human rights violations;
Mindful that the SPLM has been facing an unprecedented crisis, which has engulfed the country and led to a tragic and an enormous loss of human life and property, displacement of citizens that threatens the existence of South Sudan’s sovereign state;
Acknowledging that the failure to institutionalize and democratize the exercise of power in the Party is among the root causes of the current crisis;
Further Acknowledging our collective responsibility, as leaders of the SPLM, for the crisis that has engulfed our country;
Recognizing that the loss of discipline and respect of the Constitution and Basic Rules of the SPLM have contributed to the emergence of the current crisis over power and leadership;
Deploring the culture and propensity to resolve our differences through violence instead of through dialogue which is inherent in our traditional norms and systems of thought;
Accepting the urgent and imperative need for uniting our party so as to reconcile our people and achieve permanent and lasting peace;
Convinced that the reunification and reconciliation of the SPLM is the key to the resolution of the current crisis;
Affirming our commitment to the reunificationof the SPLM;
Driven by our patriotic conviction and determination to restore peace and stability in order to rebuild our war-torn country;
Guided by democratic principles and values enshrined in the SPLM Constitution 2008 and its Manifesto as amended in 2016, and to give them effect;
Appreciating and commending the concerted efforts of the Guarantors of the Arusha Reunification Agreement;
Acknowledging the solidarity of the sisterly Parties and Liberation Movements in the region and beyond; and
Applauding the constructive spirit of the reunification and reconciliation and commitment to reforms in the Party displayed at this 4th Meeting of the NLC by the SPLM Chairman, the former Chairman of SPLM-IO; and the representatives of former SPLM FDs;
Do hereby approve the following resolutions:
II. Resolutions:
1. Approve the speech of the Chairman of the SPLM;
2. Endorse the revised Arusha Reunification implementation matrix;
3. Approve the progress report on the work of National Secretariat as presented by the Acting Secretary General of the SPLM;
4. Call upon all the reinstated cadres of the SPLM who have participated in this 4th Meeting of the NLC to resume their previous positions with immediate effect; and
5. Call upon all the SPLM-NLC members who are outside the country and did not attend the 4th NLC meeting to attend the next meeting, which is scheduled to take place within 45 days as of today 4th May 2018.
