Friday, May 18, 2018 (PW) — The parties and stakeholders selected representatives for framing the inter-south Sudanese consultations methodology, facilitators, and Agenda. The parties selected 2 delegates and the stakeholders selected one delegate. The team of the delegates has a consultation and agreed on the moderation of the intra-South Sudanese Consultations. The faith Based leaders were tasked to moderate and lead the Secretariat for the consultations. Further, the delegates agreed that the intra-South Sudanese consultations will focus on finding solutions on the outstanding between the parties on chapter 1 and 2, Strength building of trust and confidence among the parties.

After the official opening of the HLRF, then those faith-based leaders brief the audience of the HLRF hall. The faith-based leaders urged for more time to be given to them for engaging the parties for compromise and seeking solutions for the outstanding issues. After the briefing of the HLRF hall, then IGAD Special Envoy to South Sudan Ambassador Ismail Wise then inform the hall that they have agreed as IGAD to give the faith-based leaders more time for engaging on intra-South Sudanese consultations on 18th May 2018 in the morning hours.

Following this announcement from Ambassador Ismail, he then handover official the list of the outstanding issues on chapter 1 and 2 to the faith-based leaders before the HLRF hall. This means, on 18th May 2018 the parties in the morning hours from 9 am to 1 pm will be engaged on intra-South Sudanese Consultations on the outstanding issues on governance and security.

The formula adopted for the intra-South Sudanese consultations will be each party will have 9 representatives divided as follow 3 representatives for leadership committee, 3 representatives for Governance committee and 3 representatives for security committee. If the 3 representatives reached compromise on any of the outstanding issues then the faith-based leaders will report to IGAD. The agenda of today is a continuation of intra-South Sudanese consultations

CEPO Remarks: Edmund Yakani, Executive Director of CEPO welcomes the opening speeches and urged the South Sudanese parties to take the calls made by the speakers of the opening speeches serious. The speeches were motivating and sending messages of hope. The messages on holding violators of the peace accountability and urging the parties for compromises are serious and remarkable. This should be taken seriously by all South Sudanese parties. Finally, CEPO is calling the parties to really compromises for peace.

CEPO Press Release on Two Days Session: Brainstorming For South Sudan Parties and Stakeholders

Wednesday, May 16, 2018 (PW) — The leadership of IGAD-led High Level Revitalization Forum (HLRF) facilitated two days’ workshop from May 15th-16th,2018 on brainstorming on governance and security sector for increasing knowledge for generating compromises for peace priori the conduct of second phase of HLRF from May 17th-21st, 2018.

The two days’ workshop was fruitful and informative to the delegates from South Sudan parties and stakeholders. The participants admitted that the brainstorming sessions are an eye opener for preparing minds for negotiation of ARCSS chapter 1 and 2 outstanding articles for revitalization on 17th through 21st May, 2018.

Community Empowerment for Progress Organization strongly appreciate IGAD leadership for this remarkable decision for organizing parties and stakeholders delegates brainstorming prior the revitalizing the unrevitalized ARCSS chapter 1 and 2 articles or outstanding issues on governance and security arrangement.

Mr. Edmund Yakani, Executive Director says the two days were productive and informative for building senses for making informed decisions for making compromises for peace during the next phase of HLRF from May 15th-16th, 2018 on outstanding issues on governance and security. The examples used during the two days sessions were so great for opening the eyes of South Sudanese parties and stakeholders for making peace happen in May, 2018.

The big question for South Sudan parties and stakeholders is “will they use the knowledge and experiences shared in the two days for making compromises for peace from 17th to 21st May, 2018”. The knowledge and experiences shared from the two days workshop sessions demonstrated clearly the conflicting parties are required to position society security and stability on the top of their party or individual political interest. Mr. Yakani stressed.

Finally, CEPO is urging the parties of South Sudan to compromise and trade for peace during the HLRF phase from May 17th-21st, 2018. The country is tired from the on-going violence. Make peace happen in South Sudan in May, 2018 since the month of MAY is great month in the history of South Sudan independence after millions of human lives lost. Let this MAY, 2018 registered new history for South Sudan.

Objectives: To share other countries peace process experiences with South Sudanese

Observation: The two days workshop was fruitful and informative to the delegates from South Sudan parties and stakeholders. The participants admitted that the brainstorming sessions are an eye opener for preparing their mindset for negotiation of ARCSS chapter 1 and 2 outstanding articles to be revitalized from 17th through 21st May 2018. Experiences from South Africa, India, Rwanda, Kenya, Burundi, and Angola on governance and security arrangements were shared with the South Sudanese parties and stakeholders.

Impact: Some participants admitted that they gained knowledge and skills from the shared experiences of the Africans countries the workshop facilitators were scholars from Kenya, Uganda, India, Zimbabwe and South Africa. They really took South Sudan parties and stakeholders over rich knowledge.

The Community Empowerment for Progress Organization (CEPO) is a non-profit, civil society, South Sudanese organization, registered by the Ministry of Justice on 17th November 2010. The organization was initially formed in Khartoum in 1999 and consisted of mostly University students, but its scope broadened after it was established in Juba, Southern Sudan as a separate entity.
