Friday, May 18, 2018 (PW) — South Sudan gained its own independence from North Sudan on 9 July 2011 as the result of 2005 peace agreement inked in Kenya which ended the 21 years of running the civil war in the country. Most of the citizens had decided to vote for separation on referendum days and the younger country was recognized and declares, internationally as separated State listed to other Africa countries.

In early 2013, political disputes happened within political elites or leaders of the ruling party, which displace most of citizens in the country as the result of their disagreement. Most of the citizens had left the country for neighboring countries mainly Uganda and Kenya for seeking an international protection.

Interventions of INGOs and National NGOs to an areas affected by the civil war

Some of international NGOs response to helps vulnerable population with food items and none food items,  when the civil war erupted in the country, particularly  in Upper Nile and Equatoria, where the citizens were displaced from their villages by both armed forces on the ground. As the result of fighting which going on in the country since 2013. Donors donated monies through INGOs and indigenous NGOs by helping the suffering populations affected by civil war in the country.

No equal employment opportunity within INGOs and National NGOs

Equal employment opportunity is an important concept for all employers, employees and the job applicants’. It’s an employment practice where employers do not engage in employment activities that are prohibited by the laws. Its unlawful acts for employers to discriminate against job applicants or employees based on their tribal identities, state of origin, religion and the family background which happening at the moment with international and national NGOs, but the country does not have anti-discrimination employment laws which had to set up in the country by law makers.

There is no connection with the country primary employment laws and NGOs employment policies. Conflict of interests which sometimes prohibited by NGOs policies is also put to actions by recruitment managers or officers secretly to employ all their relatives in NGOs operating in the country. I’m here by ensuring you that, all job applicants or job seekers do not have an equal opportunity to engage in employments market.

Discrimination which is unequal treatment based on tribal identity, state of origin and family background is now put to practice by all human resources managers and companies’ personnel to replace others with their relatives that satisfied us with their clear nepotism in the country. Discrimination which is unequal treatment base on where the job seekers come from and their states of origin has already implemented secretly by recruitment officers in NGOs.

The ministry of Public Services and Human Resource Management has remained silence for a long times without briefings all NGOs recruitment officers to refrain from discriminating the job applicants. The country economics crises force most citizens to seek employments from NGOs and the higher number of unemployment rates increase daily since, some of companies closed down due to country economics crises.

As the result of the current economic crises, many people are out of work and they could not efforts to buy food, clothing and paying school fee for their children.  An economic system is the country way of using resources to provide goods and services that its people want and need.

NGOs employments policies based three greater regions in the country.

All international and national NGOs have their Head offices in Juba and field offices in all states where the field staff always implement the activities of all projects. Before the civil war erupted in the country, all citizens have rights to move to all states in the country without fears. Today, there is no equal employment opportunity and you might get the citizen of Central Equatoria working as field staff in Akobo, Nasir and Maban, where she or he does not understand the local languages of Greater Upper Nile.

However, you might not get the citizen of Greater Upper Nile working as field staff in Yambio and Yei .The same thing to Bahr el Ghazal region too. In 2016, the local authorities in SPLM IO control areas formulated the policy that, from Deputy Manager to cleaner would be the residents of the area but this has also violated by recruitment officers who used to disqualify the job applicants till, they have decide to hire their relatives from Juba and relocate them to field offices.

Some of people have conducted survey about employments process with international organizations, and clear evidences revealed recently after survey that, those recruitments managers have been discriminating the job applicants in favor of their relatives on recruitments process in the country. On the other hand, national NGOs have been using formality in term of employments procedure in which the job applicant may be hired based on recommendation of trusted staff working within that national organization.

Nuer, Dinka and Shilluk tribes are marginalized by Equatoria people on employments opportunities within international organizations. It has been the silence war for a long time in which most people have never heard more about what going on with those hiring Managers and human resources managers in the country and here is voice of Nilotic people. Next article will be competition between Kenyans and Ethiopians with in organizations.
