Warring parties to give written responses to the IGAD “Abridging Proposal”

Wednesday, May 23, 2018 (PW) — Fellow citizens, the Continuation of the second phase of the High-Level Revitalization Forum (HLRF) of the South Sudanese peace talks in Addis Ababa ends today, May 23, 2018. Here is what happened since this phase of the Forum commenced on May 17, 2018:

1. Intra-South Sudanese dialogue led by South Sudanese religious leaders for 4 days. Parties agreed on some aspects of transitional arrangements including recommitting to the Agreement on Session of Hostilities signed in December last year.

2. Heads of delegations of the various parties and stakeholders signed this recommitment paper on Monday, May 22, 2018 and handed over the mediation process to IGAD.

3. IGAD presented to delegates at the Forum, two proposed draft agreements on transitional governance arrangements and transitional security arrangements in the afternoon of May 22, 2018. IGAD asked the delegates to retreat to their respective groups, consider the two proposed draft agreements with objectivity and love for South Sudan and present written submissions on their observations.

4. All parties and civil society delegates at the HLRF spent the whole of last evening reviewing the draft agreements and developing their written observations. This will continue through the first half of today.

5. IGAD will convene a plenary session for each group to present its written submission and this round of the HLRF will be officially adjourned by close of business today. The way forward shall be communicated at the closing session.

6. The written response of the parties to these proposed draft agreements this afternoon, positive or negative, will determine whether we have a final peace agreement or otherwise.
