CEPO Press Statement: South Sudan Conflicting Parties Should Cease the Incentive Debate, and Adopt the Spirit of Political Compromise as the Intensive Interlink Consultations Kick-offs Today in Addis Ababa, Ethiopia

HLRF Hall of Deliberation

Saturday, June 16, 2018 (PW) — The South Sudan conflicting parties’ delegates for the Intensive Interlink Consultations arrived in Addis Ababa. The consultations will be from 16-18 June 2018. Each delegate team seems to be hopeful if there is a change of attitudes and behaviors from their opponents.

All the delegations team representative said they are for making peace change me South Sudan. The spirit for political compromise seems to be very low and each party is not ready for any compromise that has no “effective political gain return for them”.

The concept of “effective political gain return” for making a compromise for peace to prevail is the new trend that stands as a strong obstacle for timely achievement of a peace accord by the conflicting parties of South Sudan in Addis Ababa. IGAD is prepared for facilitating the consultations.

The consultations agenda for the three days is focusing on sorting out the difference between outstanding issues on governance and security arrangement. The parties have shaper difference on the proposed IGAD bridging proposal on resolving the outstanding issues of governance and security.

The on-going violations of cessation of hostilities agreement is another challenge before them especially the unity government and SPLM-IO. In any session in Addis Ababa, they keep on renewing pledge for respecting and observing the cessation of hostilities agreement.

Mr. Edmund Yakani, Executive Director of CEPO says, the intensive interlink consultations is a great opportunity at hand for the conflicting parties to resolve their difference on the outstanding issues. They need to take it seriously and be results-centered consultations.

This consultation offers them an opportunity to avoid being sanctioned as party or individuals by the IGAD, AU or UN if they worked making peace and security prevail. The fear is, still, the influential leaders in the parties have a higher level of personal political grievances towards their opponents.

This is the immediate obstacle for making the consultations proceed towards the promising direction from today till 18th June.

The issue of the armed parties especially unity government and SPLM-IO in any session in Addis Ababa keep on renewing pledge for respecting and observing the cessation of hostilities agreement.

While the contrary action is taking place on the ground. Renewal of pledge today and violation of the renewed pledge takes place tomorrow immediately
