CEPO: President Kiir and Dr Riek Machar sign the Framework Agreement in Khartoum

Wednesday, June 27, 2018 (PW) — President Salva Kiir and Rebel leader Dr. Riek Machar and the other political parties today in Khartoum signed a permanent ceasefire that will come into force within 72 hours and they also signed a Declaration of Principles (DOP).

President Omer al Bashir said “for today guns shot be silent. This agreement is the beginning of peace in South Sudan. I my thanks goes to IGAD, President Salva Kiir, Dr. Riek Machar & other political parties who have come to Khartoum.

President Salva Kiir said “The people of South Sudan who have been crying before me about the situation, what is the reason that they have been suffering. I will not let you down the mediators, and I will not let you the people of South Sudan.”

SPLM/A-IO leader said “This agreement is the start of the new phase in the lives of our people. We expect within a short time to have a full agreement, of cause all our parties have come to Khartoum. I believe this agreement will take our refugees and those in the UN camps home, because they are looking forward to it.”

Mr. Edmund Yakani, Executive Director of CEPO says this renewal of pledge for silencing guns by signing of permanent ceasefire and the long waiting Declaration of Principles (DOP) is great step on the road to peace and stability in South Sudan.

Thanks to President Salva Kiir and Dr. Riek Machar and the other political parties leaders for making this breakthrough. We will welcome it and strongly we call them to ensure that their ground forces are made aware of the agreements and instructed to observe them immediately within the given period of time

The culture of signing agreement today and violating it tomorrow should be stop immediately. We are tired of witnessing that culture in the past. We are strongly calling the principals of the warring parties to issue official orders before the 72 hours so that their forces observed the agreement.

This mistake that were made with the signed Cessation of Hostilities agreement 21st December, 2017 should not be repeated this time. Mr. Yakani stressed

Finally, CEPO will immediately engage in observing the parties compliance with the signed permanent ceasefire today. We are calling for the principals of the warring parties to allow civil society in disseminating the signed agreement documents without any restrictions or blockage.

CEPO calls upon the parties to maintain this witnessed spirit in Khartoum meeting to continue during the next week sessions of HLRF in Khartoum from 29th June, 2018 through to 10th July, 2018
