July 1, 2018 (PW) — South Sudan’s Government and SPLM/A-IO military spokespersons are trading accusation on violation of the Khartoum signed June, 2018 permanent ceasefire among them today after their declaration of ceasefire made by both parties leadership dated 29th June 2018. The violation occurred in Mboro area of Wau around 7am.

Community Empowerment for Progress Organization strongly condemned the violation of the Khartoum signed permanent ceasefire dated 27th June 2018. This is a discouraging development, unacceptable act and bad demonstration of attitudes towards commitment for peaceful settlement of the ongoing violent conflict in the country

Mr. Edmund Yakani, Executive Director of CEPO says it is shameful to demonstrate to the citizens, region and global community that our warring parties are not honoring their own words they said. Declaration of permanent ceasefire was announced officially and publicly. Yet ground forces decided to violate the ceasefire immediately.

It is not a good gesture of respecting and honoring top political and military leadership decision. This practice should be stop by the top leadership of the warring parties. It is a time for high leadership to hold ground forces accountable for respecting and honoring made decisions.

The citizens are expecting effective compliance by the ground forces of the warring parties since their higher authorities has made commitment for them to observe the ceasefire. CTSAMM should urgently investigate the accusations and make public report.

Since the warring per the Khartoum Declaration for Agreement between the parties in conflict of South Sudan signed dated 27th June 2018 agreed under point (1) quoted “The parties shall agree on self-monitoring mechanism”- for the permanent ceasefire implementation.

It is moment to foster the establishment of self-monitoring mechanism for compelling ground forces for non-compliance with the decisions made by the top political and military decisions of the warring parties on observation of ceasefire. Mr. Yakani stressed

Finally, CEPO is urging the leadership of the warring parties to effectively instruct their ground forces to avoid disrespecting and undermining their top leadership decisions for making peace happen.

Non-compliance of ground forces with the declared permanent ceasefire, citizen trust and confidence for non-violent settlement of the on-going violent conflict will be little.

It is high time for the ground forces to respect and honor demonstrated political will for peace by their top leadership.
