Thursday, July 05, 2018 (PW) — The African Union has established a committee that will monitor the implementation of the agreements recently signed by South Sudanese warring parties. According to the AU, the ad hoc committee must develop a framework document which will determine consequences, in the event of any violation of the agreement.

South African President Cyril Ramaphosa says they will develop instruments that will act as repercussions on any party that undermines the implementation of the ceasefire agreement. Mr. Edmund Yakani, Executive Director of CEPO says it is impressive to see now AU High-Level Ad Hoc Committee on South Sudan is becoming pro-active on South Sudan peace process.  The AU High-Level Ad Hoc Committee on South Sudan since was established in 2015 was not pro-active.

It was so silenced and reactive on South Sudan peace process. This recent move from AU summit in Mauritania is motivating and we hope that it will be action-oriented move, different from the various mechanisms of AU on South Sudan issues.

AU should demonstrate to the citizens of the continent that it is capable of making peace and stability happen with little support from others. The culture of AU isolating itself from driving the agenda of peace and stability in the region of IGAD is discouraging.

The principle of subsidiary of AU engagement with IGAD does not mean that AU should isolate from holding IGAD to be effective and efficient in conflict meditation. Mr. Yakani Stressed

Finally, CEPO is urging AU High-Level Ad Hoc Committee on South Sudan under the chair of South African President to engage the civil society in its work, especially civil society making inputs on the framework document to be developed.

Which will determine consequences, in the event of any violation of the agreement?

The Community Empowerment for Progress Organization (CEPO) is a non-profit, civil society, South Sudanese organization, registered by the Ministry of Justice on 17th November 2010. The organization was initially formed in Khartoum in 1999 and consisted of mostly University students, but its scope broadened after it was established in Juba, Southern Sudan as a separate entity. Presently, CEPO is engaged in the areas of Peace and conflict mitigation, human rights, rule of law, livelihood, governance and democratic transformation. MR. EDMUND YAKANI BERIZILIOUS is the Executive Director of CEPO.”
