Monday, 17 September 2018 (PW) — According to some critics, they call it a politics when we talk about issues, those that are surrounding our daily lives. They went further, to criticised the institutions where the writers who always contribute bitter facts graduated or pursuing their degrees from, to call them as institutions in the handbags. I call this as a misplaced criticism because an institution with buildings cannot fit in the metallic box leave alone handbag, unless the critics say, “some institutions with mode of study in handbags” this’s where I’d literally agree with them.
What I always say about this destructive criticism is that, even a sword must have a very powerful holder in order to slay enemies perfectly and if the holder is too weak, then his perceived or real enemies would grow in his watch. That’s that. Today, let’s talk about four issues and their solution throughout the implementation of the recently signed agreement. These are, “the want-to-haves, the have-not & the haves,” and lastly, “the governing authorities”.
First, let start it with the want-to-haves. The peace is signed only between the want-to-have and the government. I assumed, the want-to-haves are happy because they’ll have what they’ve desired all along. Though the war has been blanketed in civilians’ oppression by the rebels, it’s just a war of positions to be sincere and the evidence is that, if the reactionaries are reinstated in their positions, they’d close their mouths and feed their accounts with public funds. This time, there’s hope that they’ll not agitate this peace anymore.
Second, it’s the case of the have-not which is the biggest problem now in our country. How do we know the have-not? The have-not groups are identified through their activities. Those ambushing people on highways and those attacking people in their premises are “the have-not” or the wolves in sheep clothing. In other words, rebels within government.
The signed peace didn’t favour them in anyway round. Now, they need strong forces to control them on daily basis. We’ll talk more under the “the governing” below to tell you how they mess-up with public properties. If we need to implement this agreement smoothly, the disarmament in all areas of South Sudan is the right solution so that everyone both, the haves and the have-not become vulnerable in term of arms.
Thirdly, “the haves” are having no problem with themselves and with other people and already, they’ve applauded the government for signing peace with the rebels and that was why the merrymakers were celebrating at all freedom squares in the country. They’re strongly supporting the government to implement peace so that people moves freely and do their businesses without any difficulties. They need to be guided so that their trust is not betrayed.
Fourthly, “the governing” must make sure that they’re in control of whoever inhabited this country including the organized forces and authorities from lower levels. Why? Because the issue of unknown gunmen should not be accounted on rebels with arms only. It has to be account on rebels with arms and without arms, more importantly, the have-not. The have-not wanted to have something and they see looting at night as the shortcut. You may ask me, who are rebels without arms?
The answer is; rebels without arms are the people who the government has sacked and who later turned saboteurs, because of being fired. As soon as they’re fired, they’d go and form an open parliament and criticized the government together with their friends from other political camps. I think, you know what make up a political camp? A political camp is made up of members from former post holders’ friends and relative those who’ve worked with them and when the reshuffle is done, they joined collectively as enemies to the new government.
Also with limits, there’s this three-legged race between cattle raiders and the lower authorities from counties and payams levels respectively. The cattle raiders, raided cattle from another county and move them to another county for exchange, something that you and I should term as a barter trading if I’m not mistaken. At this point, if the authorities come into contact with such criminals who are practicing such an illegal act, they’d grasped these cattle and unfortunately, the cattle aren’t returned back to their rightful owners. If something looted isn’t returned to the owner, then, help me define where is it?
It’s something that we’ve been familiar with in our country that if the looted funds or other properties are discovered by the persons with arms, the discoverer will immediately become the hole in which the money or other valuable material fall in. I think, you’ll define where do they keeps cattle when they discovered from thieves except if you are related to “the most HIGH”.
This scenario needs a very strong supervision as regular as clockwork from the higher authorities because up to date, the firearms are still in the hands of civilians and if somebody say “No” then those government officials or laypeople who concluded that guns are collected from the hands of civilians must be branded as liars except if they told us that sticks work well with bullets and still there’ll be question of doubt such as, what are they doing with bullets?
Not to be economically with truth, we’ve to be clean from our hearts to work with integrity on our daily duties so that we move our country forward. Currently, there’s too much looting at night and the worst part is that even if the looting happen at some yards away from authority premises, the victims will not get any help even if they cry with their two openings——-the bottom and the mouth.
Such issues must to be given an attention and propose a better solution so that reconstruction of those scenes of desolation is done before elections. I’m all in favour of gradual process of peace implementation, but it must be a work of all people so that it cannot be spasmodic as the 2015 peace agreement.
