Mabruk President Salva Kiir: The Creation of 28 states is the way to go!

October 3, 2015 (SSB) — In his decision of October 2, 2015 to create more states, President Salva Kiir Mayardit of the Republic of South Sudan has scored it all but excellent. The idea of establishing 28 states has sent jubilation far and wide as South Sudanese of all walks danced in amusement, a portrayal of delight in cherishing a milestone made by the people’s leader.

The idea was/is indeed a breakthrough at a time when South Sudanese have misgivings on what good will ever come to them following the inking of a bad peace deal.

The decision by the President deserves a thumb up and it is in the interest of majority South Sudanese that a man who creates possibilities for all in establishing equity be congratulated for a job well done.

With steely resolve, Kiir has made a milestone favorable to South Sudanese. This decision shall go down in history as a true disparagement of disquiet caused by compacting people in territories exceedingly smaller for them despite vast South Sudan’s landscape. The champion of our rights has spoken at least at last.

However, It is with elation sparked by zeal and patriotism that one would pour congratulations to President Kiir and his fellow architects of progress with unreserved cheers. Congratulations Mr. President, your decision is credible and commendable. We have yearned for it for too long and it has exactly taken shape at a right time when it is badly needed.

Without hesitation and after having barred the heartfelt gratitude of majority South Sudanese to you, those in doubt would now be informed that South Sudan is a country equal to France territory wise and is as well much bigger than Kenya. The two countries demonstrated have administrative divisions that are superiorly way above the 10 or 28 states of South Sudan.

For the case of France, there are 22 administrative divisions and of course Kenya has 47 administrative units extracted from former 8 provinces. Establishing more states isn’t bad. Equally I would say, it isn’t treason to create states, it is advancement and hence those not happy because they are allergic to Kiir’s decisions must keep their hatred at bay and allow this decision to unfold as planned.

The Interim Constitution of the Republic of South Sudan does not prevent the President from establishing new states. Those quoting part eleven, chapter 1, article 161 subsections 1, 2, 3 and 4 of the Interim Constitution should know that this article and its subsections have not been breached and hence naysayers should at least stop bloviating and embrace the decision peacefully.

The aggressiveness with which Kiir naysayers have taken it is ferocious enough to reveal their hidden agenda on counts of personal gratification. At the fore is Dr. Riek Machar with a press statement dated October 2, 2015 informing Intergovernmental Authority on Development (IGAD) that President Kiir has violated the Compromised Peace Agreement through his recent decree on establishment of 28 states.

The basis of his feeble arguments is that he wanted 21 states based on former British colonial districts and he heeded that federalism was what South Sudanese wanted predating to 1947. The issues of 21 states, violation of Compromised Peace Accord have no space as far as decentralization is concerned. Continuation of former colonialist plans isn’t pairing well with our needs of this century and hence advancing British cause in South Sudan has no room.

 Dr. Riek should note with interest that calling Kiir’s decision unilateral is incorrect and he should know that the decision isn’t supposed to be bilateral simply because one country has one president and having him (Dr. Riek) not involved in making the recent decision isn’t a crime and doesn’t invalidate the decision.

President Salva Kiir Mayardit has relented indeed for everything including accepting bad agreement and quoting him of having factitiously called that agreement not a Holy Bible or Quran El Karim isn’t in itself a violation. It is Riek’s quest to obstruct Kiir from performing his functions as head of state and government that will amount to violation of the so-called peace agreement.

Those granted a right to own states have with elation cherished and are still cherishing the decision as the celebrations rumbled across the country and hence anybody that would try to toy with it shall with immediate effect gain political wounds and he/she would eventually be declared an enemy of the people. It isn’t acceptable that South Sudan’s sovereignty be breached in the interest of an egotist with political squalid bad enough to death-blown the country.

Bloodied like a street fighter, Riek Machar has ran amok with fictions and illusions of self-importance aggravated by claims that he would want external forces to reverse Kiir’s decision. That is grave and would amount to nothing but full force of the public directed at him.

 A man so brazen in promoting anarchy wills shall this time attract disrespect from all quarters of the country. There is no valid argument in Riek’s rejection of establishment of 28 states; he should instead embrace the decision so that he can perhaps validate his presumed federalism.

Those arguing on legality or illegality of the decision are flamboyantly embracing ignorance and their derisory desires aren’t good for everybody’s consumption. There is no breach of borders, there is no conflict being enhanced and so lets take heart and accept this and appreciate the President for the historical move.

As the decision send chills down the spine of those who purportedly think they are immediate successors of Kiir, it is inevitable that the decision is irreversible and trial to reverse it shall altogether surmount to contagious conflict that will eventually tatter the country despicably indeed and so should your desires too.

It is my humble proposal that the peace deal signed and this new decision should go concurrently for the good of South Sudan. President Kiir has not rejected peace, instead he is executing his duties and the prominence of his recent decision shouldn’t attract negative criticism from the agents of negativism.

Other inconsequential and petty arguments are directed towards whether the 28 states would suffice administratively or economically, indeed they would and of course even in a much better comportment. Basing on reality and the fact alluded to by the National Anthem; South Sudan is a land of great abundance. We have enough resources including undiscovered and the discovered. We have vast land and varied resources almost everywhere and hence our development would be rapid and equitable with current decentralization.

Pessimism isn’t any useful and I am advising the youthful generations of South Sudan to detach themselves from political strangulation of the nation by few burglars and embrace the optimistic decision of President Salva Kiir. The idea here is to bring both development and power closer to people and hence towns equally are being sent to people instead of people to towns, isn’t this Garang’s developmental tactic?

By doing what is good for South Sudanese, Kiir has gotten it right and by executing Garang’s developmental tactic, he has acquired a paragon tittle and hence I can temporarily call him my paragon now! As a sitting president, Kiir should serve South Sudanese and so naysayers should wait for their turn.

Thumbs up for President Salva Kiir Mayardit as we anticipate the implementation phase of this vital, vivid and valid decision! Congratulations to the South Sudanese for new states. God bless South Sudan! Note that creation of 28 states is the way to go.
