Uganda: Khartoum Appeals to MPs Over Conflict With South Sudan

The Sudanese government has appealed to the Parliament of Uganda to explore ways of mediating in its current raging armed conflict with South Sudan.

Sudan deems the escalating conflict as not only a machination of some foreign powers’ intent on forcing regime change in Khartoum, but also a threat to regional stability that ought to be addressed by neighboring countries.

At a meeting with journalists at the Sudan Embassy in Kampala on Monday, Sudanese legislators on the Foreign Affairs committee said, involving Ugandan legislators is part of a wider strategy to bring regional parliaments to discuss the conflict and find ways of bringing the two countries to a negotiation table.

“We came here to convey the reality of the situation in Sudan to our brothers in Uganda. We believe that governments might have their own issues, but parliaments have a broader mandate and insight since they represent people,” Mahdi Ibrahim said after meeting the deputy Speaker of Parliament, Jacob Oulanyah.

“We had a fruitful engagement with the Uganda Parliament and we hope this will help solve some of the obstacles to peace between the two countries,” he added.

After visiting the Parliament of Kenya, Tanzania, Burundi and Rwanda, the Sudanese MPs want a regional joint committee of parliament to be tasked with exploring ways of bringing the conflict to a negotiated settlement.

Sudan is also averse to the idea of referring the conflict to the United Nations Security Council, saying it would be a betrayal of the capacity of the African Union (AU) to solve African problems.

“As Africans, we betray our own people by referring every African problem to the UN Security Council. The Sudan problem is a regional problem and it’s time for regional parliaments to discuss the issue. How often does the European Union allow African countries to meddle in European affairs?” Ahmed Mohamed queried.

The Peace and Security Council of the AU recently referred the conflict in Sudan to the UN Security Council.

After South Sudan seceded from Sudan following a plebiscite in July last year, simmering tensions over boundaries and sharing of the oil wealth erupted into full blown war over the Heglig oil fields last month.

South Sudan has since withdrawn its forces from Heglig following unreserved condemnation by the AU and the UN, but skirmishes have continued in South Kordofan and Blue Nile area leaving scores dead and thousands displaced.
