RESOLUTIONs BY THE 28TH EXTRAORDINARY SUMMIT OF THE IGAD HEADS OF STATE AND GOVERNMENT

After six South Sudanese alone set in a room at Sharton Hotel, Addis Ababa from 6:30 pm to 10:05 pm dated 7/11/2014 to discuss the final outcome for peaceful settlement of South Sudan armed conflict namely 1.President Salva Kiir Mayardit, 2. Dr. Barnaba Marial Benjamin 3. Nhial Deng Nhial representing the Government of the Republic of South Sudan and 4 Dr. Riek Machar 5. Gen. Taban Deng Gai 6. Dr. Dhieu Mathok representing the SPLM/A in Opposition; They spent  four hours and went to IGAD Heads of State and Govt plus IGAD Special Envoys and other regional Officials with request that they need  to be given 15 more days for consultations on the power sharing framework presented by IGAD Heads of State and Govt and they were given.

South Sudan rivals told to end war or face sanctions

Addis Ababa (AFP) – East African nations have told South Sudan’s government and rebels to immediately halt their nearly 11-month-old civil war or else face sanctions and even a regional intervention.

The warning was issued in the early hours of Saturday by the regional bloc IGAD after the latest direct talks between South Sudan President Salva Kiir and rebel leader Riek Machar failed to result in a peace deal.

IGAD has now given the pair 15 days to finalise a power-sharing agreement, but said both sides had pledged after two days of negotiations in Addis Ababa to an “unconditional, complete and immediate end to all hostilities”.

“Any violation of the cessation of the hostilities by any party will invite… collective action by the IGAD region,” a statement said, listing asset freezes, travel bans and an arms embargo as possible sanctions.

“The IGAD region shall, without further reference to the warring parties, take the necessary measures to directly intervene in South Sudan to protect life and restore peace,” the statement added.

War broke out in December last year, when Kiir accused his sacked deputy Machar of trying to stage a coup, with the violence broadening into an ethnic conflict and now including more than 20 different armed groups.

The UN Security Council also warned this week of possible sanctions over the fighting, which has left tens of thousands dead and forced almost two million from their homes.

Regional leaders have grown increasingly impatient with the warring sides, their slow-moving talks and repeated violations of several prior ceasefire deals.

Recent weeks have seen an upsurge in fighting coinciding with the end of the rainy season, and there have been heavy clashes in several areas — in particular around the northern oil hub of Bentiu.

IGAD, an East Africa and Horn of Africa trade bloc, groups Djibouti, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda. The bloc has been trying to broker peace in South Sudan since January.

UN Secretary General Praises South Sudan Power Sharing Deal

UNITED NATIONS, November 8 (RIA Novosti) – UN Secretary General Ban Ki-moon has issued a statement praising the peace deal on power sharing in South Sudan, brokered by the Intergovernmental Authority for Development (IGAD).

“[The UN Secretary General] is encouraged by the parties’ intent to cease hostilities immediately and reach agreement on an inclusive power sharing agreement within 15 days,” the statement, issued Friday, said.

“[Ban Ki-moon] hopes that the parties will live up to their stated commitment to peace and meaningfully engage in dialogue in order to reach a comprehensive peace agreement that addresses the root causes of the conflict in South Sudan,” the statement added.

According to the statement, Ban Ki-moon welcomes “the strong stance adopted by the IGAD Heads of States on the conflict in South Sudan which is in the interest of the people of South Sudan”.

On Wednesday, the UN Security Council condemned the renewal of hostilities in South Sudan and called for an immediate end to violence in the country.

According to the statement, the violence testifies to “an already serious humanitarian crisis which has displaced a total of more than 1.8 million South Sudanese”.

Violence erupted in South Sudan in December, when the country’s president, Salva Kiir, accused his ex-deputy Riek Machar of plotting a coup. Thousands of people have been killed in the civil war.
