POLITICKING OF SOUTH SUDAN’S STILL TURMOIL AND HIGHEST

June 2, 2015 (SSB)  —  There is no progressing developments in South Sudan because our leaders have fails to unity us in a good manner and also are non competitor in developing our destiny and also to have fully the spirituality for the people of south Sudan, we do real wants a leader (Kiir) to take us in the next levels but not Riek Machar at all with his ambitious greed of power, so that have we should have peace, unity, stability, and good economy in the  country to enabling us to enhancement and progress in life to have a better educationalization to operationalization and for ourselves to be internationalization in the countrywide without discriminating each others, and avoid tribalism conflict or war, and also to isolating ourselves from being uses by politicians to achieve theirs politically interests. But I think it will be done through glorifications of achieving and developing in peace, unity not to makes our state or nation like terrorisms states.

For real, we should believe in the leadership of our President Salva Kiir and allows ourselves to be patient not to be inpatient like Dr. Riek Machar with his western world incompatibility inside him. Let us! Give Mr. President Kiir a chance to exercising control and to fulfilling his mandate and solving the problem peacefully to have raising concerns about the new nation to restabilizating the county and focusing on future peace planning. Our leaders are using violence to getting their superiority and rulings south Sudanese by force whether we like or not; it is their concepts” but it doesn’t work at all and it is unacceptable acts in this country of ours, even they twins are not born once a time as Riek Machar expecting for, to be born at time with Kiir.

Why should I say so? It is because I have heartbreak, losing hope and former vice president of this country is impatient he doesn’t wait to win the interests of the people of its people in the first place; I also doubting that, Mr. Riek Machar doesn’t trust himself for winning the interest of this republic of south Sudan with its people. And also in my points of view if Machar was able and successful coup attempted to send Mr. President Kiir home by bullets, but not ballot boxes; he might be get way with the same verdict too through by bullets.

The Root cause for this current conflict of south Sudan.

On July 23, 2013, Salva Kiir Mayardit, president of the government of South Sudan, relieved the vice president, ministers and deputy miniseries in their respective positions. The undersecretaries, who are the highest-ranking civil servants in each ministry, were tasked with continuing the work of the government until the formation of a new cabinet at the same year 2013. President Kiir also signaled his plans to reduce the size of government from 29 to 19 ministries; this was real causing active of this current conflict.

On the same day, President Kiir, in his capacity as the chairperson of the Sudan People’s Liberation Movement (SPLM) and the president of south Sudan, suspended the party’s secretary-general, Pagan Amum. President Kiir established a committee to investigate the secretary general for allegations of mismanagement, insubordination, incitement of tribal sentiments and deliberate attempts to cause divisions within the party.

Signs of tension within the governing SPLM leadership had resurfaced even before the upheaval. In anticipation of the 2015 national elections should be done in this year 2015 but it was postpone because of this current conflict, prominent members of the SPLM leadership have signaled their desire to lead the party with crisis, most notably Dr. Riek Machar, the SPLM deputy chairperson and former vice president.  Since being removed as a country vice president, Dr. Machar has stated publicly his intention to run as SPLM party chairperson and for president. President Kiir has also made clear his intention to run for another term but Riek Machar disagreed with his former boss Mr. president Kiir.

Through a televised announcement on July 31, the president nominated 18 cabinet ministers, including two women, and 10 deputy ministers. Several positions remain to be filled, most notably vice president. In the initial list, few of the previous cabinet members have been returned to their position.

Why have no developments significant in the country? Is it because our leaders are incapable or what?

When South Sudan celebrating the third anniversary of independence this year on July 9, 2015, the country was already facing significant challenges, and why no solution at this moment? Under the best of circumstances, the government of South Sudan has an overwhelming task to establish and govern a new country with basic needs not bias like this currently war of tribalism: south Sudan should build its own institutional capacity; fulfill basic development needs such as clean water, education, basic health and roads; provide protection and security to its citizens; address widespread corruption; foster inclusive, democratic and multiparty political processes; and, manage and build its relationship with Sudan. Without focused, committed and collaborative leadership within the government and within the governing SPLM leadership, these tasks will be even more difficulties now to implement.

Security, for example, remains one of the most urgent challenges and requires effective and focused leadership. Despite successful amnesty negotiations with some of the armed groups, violent conflict continues and has reached particularly alarming in the greater upper Nile states; since the beginning of the conflict, more than 2.5 million people have been displaced and remain inaccessible to threatening of humanitarian assistance and protection. Of even greater concern, reports from human rights organizations indicate that the army group’s rebels of Riek Machar have has threaten of protect civilians but also targeted women and children from a particular ethnic group.

South Sudan’s political transition process is another example of the significant tasks requiring effective and collaborative leadership of SPLM. South Sudan; this will have among its responsibilities to correct their mistake and the review and adoption of a new constitution. So that the elections of south Sudan will be will free and fair in the future be regulated by a new election law and a new political party law. In short, the elections will be a test of the guarantees for multiparty competition, campaigns and debates on policy issues.

The last events demonstrate that elections will also be a test of the SPLM’s ability to manage internal decision-making and selection processes in a democratic and peaceful manner. Beyond the top party leadership, these contests will take place at the local level as candidates are nominated through the county, state and national structures. Without revised procedures and transparent decision-making process, the risk of similar tension remains high, as does the possibility of conflict focusing.

What should be watched ahead in this currently conflict of south Sudan? What are the major points of concern? What makes a good leader?

Too many analysts and observers have already started to speculate about what the recent political developments mean for the future of the SPLM leadership and for South Sudan in general. However, it is too early to analyze to draw any conclusions. It is possible to identify some principles and questions that will help to analyze and understand developments in the short to term:-

  1. Equal opportunity in this currently government-                                          South Sudanese citizens look at the degree of tribal balance in government as one indicator of inclusive government, according to public opinion research conducted by the National Democratic Institute. South Sudan’s constitution requires that governments reflect ethnic, regional and social diversity to promote national unity, as well as a guarantee for at least 25 percent women’s representation.  Inclusion of other political parties in the government has also been a signal of the commitment to multiparty democracy and inclusiveness;
  2. Legislative assembly of south Sudan’s confirmation and extended term of president Kiir to added him three years more in the office to stabilizing this currently situation-                             The constitution requires that the national legislative assembly confirm the term  of president in the office for three year more” it is a good move to do so, While the SPLM-IO are always complaining and they cause active of this pain, it will be important to monitor the deliberations, particularly over the position of president which requires such a high approval by legislative assembly it already has been done.
  3. Commitment to address protection and security concerns.                                                              South Sudanese and international observers will be watching to see whether protection of civilians, access for humanitarian assistance and discipline within the security forces will be a policy priority of this government of Kiir. Up to the point where the confirmed and secure, observers will look to the president, the SPLM, the relevant and the national legislative assembly also extended their terms up to the ten state of south Sudan too.
  4. Commitment need stronger for the South Sudan’s political roadmap.                                                             South Sudan’s constitution requires national elections in 2015 but the election has been postpone to 2018 because of the insecurity overall in the country. In parallel with the election preparations, was cut off because of this crisis.
  5. I think the Preparations to ensure peaceful elections in the country was failed because of this conflict and it was postpone up to  2018.                                                                 What are the possible drivers of conflict in the lead up to the elections up to 2018? How can steps are taken to ensure that risks are mitigated through support to political parties, electoral institutions and civil society, political parties should be hold on their plans until 2018.
  6. The government should Remaining focusing on citizen priorities and local or international realities.                                                                                       The   focus on the political developments in Juba risks distracting the government, governing party and international partners from necessary focus on the development and security needs of South Sudanese. Citizen needs helping to prioritizing for their basic needs at this very moment in the country but I don’t see the actions by government to supportive its people. There is no food, clean water, basic health, education and rough roads, along with protection and security, should remain the focus of discussion and debate by Government bodies, particularly in the lead-up to these situations. There is also a risk that the tensions within the SPLM factions or the government could aggravate some of the divisions and cleavages at the local level. Overall, the impact of the political struggle and develops needs to bring peace in the country and rebel should avoid their demand for the sake of their people; I hope, this coming peace talks and dialogue led by and among South Sudanese SPLMs factions, led by both sides Government and rebel groups of Riek Machar should first put the prioritizing of enabling peace to its people to end this senseless war of Riek. I wish Mr. Riek Machar to mine his people their suffering and pain. May God be with you Mr. President Kiir and former VP of the republic of south sudan.
