Updates from Addis Ababa: Upper Nile Given to Riek Machar; Equatoria and Bahr el Ghazal to Salva Kiir

Addis Ababa Updates

“Key Provisions for the Agreement on the Resolution of the Conflict in the Republic of South Sudan.”

Riek Machar will appoint the governors of Upper Nile, Unity and Jonglei states

A. National Government Powering Sharing Ratios:
1. Government of the Republic of South Sudan- GRSS is given 53%
2. SPLM/A in Opposition is given 33% including First Vice President
3. SPLM Leaders-Former Political Detainees SPLML-FPDs and other political parties are given with 14 %

B. State Government Power Sharing Ratio
1. The GRSS is given 100% in all States of Bhar el Ghazal and Equatoria
2. SPLM/A in Opposition given 53% in all State of Greater Upper Nile including three Governors of Jonglei, Upper Nile and Unity States who shall form their cabinet giving away 33% to GRSS and 14% to SPLML-FPDs and other political parties

C. National Legislature and State Legislature Powering Sharing Ratios:
1. The National Legislative Assembly remain the same with addition of 50 members added for SPLMA-IO and 16 members added for SPLML-FPDs and other political parties
2. In Greater Upper Nile, 53% Members of State Legislative Assembly is given to SPLM/A in Opposition, 33% to GRSS and 14% to SPLML-FPDs and other political parties
3. In greater Bhar el Ghazal and Equatoria (7 States) 53% Members of parliament is given to GRSS, 33% to SPLM/A in Opposition and 14% to SPLML-FPDs.
