IGAD Second CPA in South Sudan is the smokescreen for the disintegration of the new nation

Council of Ministers

  1. GOSS 53% Ministerial portfolios (16 Ministers)
    2. SPLM –IO 33% of ministerial portfolios (10 minsters)
    3. SPLM former Detainees 7% of ministerial Portfolios (2 ministers)
    4. Other Political Parties 7% ministerial portfolios (2 ministers)
    5. The council of minsters shall comprise thirty 30 ministers, organized I three sectoral clusters. Governance, 1o ministers, Economic 13 minsters and service delivery 7 ministers.

Governance 10 ministers
1. Cabinet Affairs
2. Foreign Affairs and International Cooperation
3. Defense and Veterans Affairs
4. Interior
5. Justice and Constitutional Affairs
6. National Security
7. Parliamentary Affair
8. Information, Communication Technology and Postal Service
9. Ministry of Federal Affairs
10. Minister in the Office of the President

Economic:13 ministries

  1. Finance and Planning
    2. Petroleum
    3. Mining
    4. Agriculture & Food Secretary
    5. Livestock and Fisheries
    6. Trade and Industry
    7. Energy and Dams
    8. Transport
    9. Roads and Bridges
    10. Environment and Forestry
    11. Land , Housing and Urban Development
    12. Water Resources and Irrigation

Service Delivery 7 Ministers

The GRSS shall nominate the first TGONU Ministerial Portfolios, form any of the Ministerial sectoral clusters as described in Chapter 1, article 10.2 sub-articles(10.2.1.) , (10.2.2) of this agreement;

The SPLM/A –IO (rebels) shall nominate the second TGoNU ministerial Portfolio from any of the Ministerial sectoral clusters, as described in Chapter I article 10. 2 sub Article (10.2.1) and (10.2.3) of this agreement.

What does above article meant: For example, Governance ministerial Post, if GOSS choose Minister of Cabinet Affairs, then SPLM/A IO (Rebels) will immediately choose Minister Foreign Affair and International, or if the GOSS choose Finance and Planning, then SPLM/A IO will immediately take the petroleum, if the GOSS choose Minister of Higher Education, then immediately SPLM/A –IO will take minster of General Education and instruction and etc…. The IGAD proposal will face a lot of challenges and difficult to implemented in that ways.

IGAD needs to recognize that CPA style agreement will not serve South Sudan national interest as one nation and one people, CPA style have achieved peace between Sudan and South Sudan through referendum that paved the way into divorce of two Sudan. The IGAD proposals treated Upper Nile Region as special region within the country or separate identity that scenario if approved will not build a sustainable peace in the country;

In the absence of consensuses, on substantive matters, decision shall require the agreement of two-third (67%) of the members of the council of ministers present; twenty three (23) members of the council shall make the quorum of the council of Ministers, in that regard paved the ways for rebels to block any program and decision that does not supported their will within the council of ministers during interim period.

The transitional National Assembly and Council of States
Comprising of Four hundred (400) members, including the prior three hundreds and thirty two (332) members and an additional of 68 representatives appointed according to the following criteria: plus reinstated all rebels assembly members at national and state level who rebels back to their respective seat-wow IGAD is making a joke.

    B. G10 or SPLM (FD) one (1)
    C. Other political parties seventeen (17) members
    What does above percentage meant: it meant that national decision or major decision in the Transitional national Assembly on substantive matters shall be by consensus. In the absence of censuses, decision shall require the agreement of two-thirds (67%) of the members of the TNA, that meant rebels have veto to block any proposal or agendas that does not supported their will or interest with 67% requirement voting to passed the bill.

Permanent Ceasefire and Transitional Security arrangement
I have no comments on security arrangement that section is threaten our national security and sovereignty of South Sudan as one people and one nation. For example, De-militarization and Arrangement for the national capital, I will give a chance to military expertize in BilPam- SPLA Head-quarter from Juba before I comments to that sensitive topic!!!
