October 11, 2015 (SSB)  —  Following the Presidential Order No.36/2015 AD, for the Establishment of 28 States in the Republic of South Sudan, several voices of the citizens across the Country continue to welcome the move saying it will enrich the services delivery and boosting of development of the grass roots which has suffered for long.

It will also put through the Late Hero Dr. John Garang De Mabior vision of ‘taking towns to the people’.

President Salva Kiir Mayardit who appeared on the National Television (SSTV) at about 8:30 pm on Friday, October 02nd, 2015 readout a 13 pages document containing 10 orders with Order No.4 for the Establishment 28 States in the decentralized Republic of South Sudan.

Amongst the 18 states that were added to the existing 10 states includes 8 for Equatoria Based States while 10 each for Greater Bahr Al Ghazal and Upper Nile Based States.

According to the order, that will come into force in thirty working days from the date of signature by the President, the governors of the 28 states are expected to be appointed by the President of the Republic soon.

As implementation gets underway, Greater Bor Community under the chairmanship of Hon. Michael Makuei Lueth, South Sudan’s Minister of Information also Government Spokesperson on October 10th, 2015 convene a Greater Bor Dinka community’s meeting at New Sudan Palace Hotel in Juba and amongst the agendum includes the development of the new states and resolution as to who will be the Governor of new Jonglei State.

The Leadership of Greater Bor Community during that meeting gave opportunity to the Twic East County to have the gubernatorial position for this round. The leadership said both Bor and Duk Counties have had their representation in the leadership of Jonglei governorship—Kuol Manyang Juuk for Bor County and Philip Thon Leek Deng for Duk county.

Jonglei State in the new established 28 states gets three Counties namely; Twic East, Duk and Bor South counties with Bor as the state capital.

Coming to my question: “Why Hon. Deng Dau Malek should be endorsed Governor of new Jonglei State??”

In light of your understanding, Hon. Deng Dau Malek, is currently the Member of Parliament representing Twic East County in the National Legislative Assembly (NLA) also the South Sudan Chairperson of War, Widows and Orphans for the Republic of South Sudan.

To live up to Malek, I am made to understand that Hon. Deng Dau was the Camp Chairman of the by then Southern Sudanese Refugees’ in Kakuma Refugee settlement, Kenya around 1998 before the end of the longest 21 years of civil war that seceded the now South Sudan from Sudan through Comprehensive Peace Agreement (CPA) reached in 2005.

In his leadership though I was not in that camp, many people have accounted that Hon. Deng Dau was a kind, hard working leader with good leadership skills who made the Sudanese at Kakuma refugee camp to live in harmony with the host communities in  Kenya by then. According to those he led in that camp, Malek was able to let the voices of the refugees get heard all over Kenya in that time and good representation of the refugees was paramount.

For his second time great achievement, was during the crisis of December 2013 which saw the people of Jonglei State uprooted for their second time from their homestead in South Sudan creating the internal displacement of the citizens with others forced to flee the young nation.

Hon. Deng Dau in his effort became one of the Members of Parliament (MPs) and a concerned citizen of Jonglei state to visit the Internally Displaced Persons (IDPs) of Jonglei who were hosted at Minkaman (Guolyar) in Lake States. His visit with other MPs increases the moral of the broken hearts of displaced Jonglei residence giving them hope of peace and home return with few who have made it home.

What kind of leader do you want? I think Deng Dau is a leader needed at this critical time when services delivery is required for the reconstruction and recovery of the traumatized people of Jonglei State.

Hon. Deng Dau is a person who like praises and always feel like the top so giving him the chance to try governing the people of Jonglei State in this dire time before the come 2018 election will make him do best of his ability and make Jonglei State the top.

Yes this time, Jonglei State if not the whole Country does not need leaders who look at the Country as “For God and my stomach” but those who look at the entire citizens.

As stated by the Greater Bor Community Leadership, the ball is yours ‘the Twic East Community’ to choose who you should take to the leadership for approval. Jonglei State needs a governor who will create good relationship with the neighboring states of Terekeka, Boma, Bieh States amongst others for coexistence, peace and tranquility.

The state needs a governor who should be like a mother who minds of satisfying her children and family and not her own stomach first. Jonglei needs someone to fill the vacuum of unseen development; construction of roads network, schools, health facilities and clean water supply.

Some may wonder why I wrote this opinion piece but just to clear the air; rest assured I am neither from Twic East nor related with Hon. Deng Dau or whatever you think but a concern citizen who looks at National issues not on narrow angle. To answer your lingering question as to where I belong, I hail from Baidit Payam of Bor County.

I rest my case here and wish you people of Twic East Community a good selection and to bring forth the person who will lead the new state with all his heart.
