October 19, 2015 (SSB) — On behave of Bhar El Ghazal Youth Union in Kenya, I therefore would like to take this opportunity to congratulate and appreciate H.E, Gen. Salva Kiir Mayardit for his wise and courageous decision he took and created 18 more states out of 10 states decreed by the former Khartoum-based regime.
Excellency, what you decreed previously had been a popular demand of the people of South Sudan dated back to 1947 and indeed, the decision came at the right time when our people are dearly yawning and demanding for the devolution of powers and service delivery to the local huge population at the grassroots level.
The presidential order No.36, issued on the 2nd of Oct. to establish more states in the Republic of South Sudan is a welcoming move and become a milestone & morale booster to all South Sudanese citizens back home and in diaspora though it did not serve the interest of few individuals who would want to privatize and make South Sudan as their private entity.
The decree renewed our trust in your leadership and reflected the vision and mission of SPLM Party of taking town to people instead of people to town, it has indeed lifted high morale/confidence of Youth in your government but the biggest happiness and millions of congratulations are still awaiting, this will be the time when your able office constitute and implement the administration of those created states, hence adopted in the new constitution of South Sudan.
As Bhar El Ghazal Youth Union (BYU) in Kenya, we are contented and convinced by your bold decision of establishing 28 states, more esp. the creation of more six states in my region of Greater Bhar El Ghazal and we all received this message (Order No.36) with great jubilation.
We therefore urge all citizens of South Sudan, our partners in Compromised peace Agreement, the regional blocks,SPLM-IO,G10 and international communities to respect the supremacy of South Sudan as well as the right of citizens in general, the presidential decree cannot be used as a tool to obstruct peace, we know our president has been a man of peace since and have no ill intention of subjecting his citizens into war and suffering, our peace will go on as the three principals signed and our establishment of newly created states will continue as planned by our president.
We are behind the government’s decision and we will always remain loyal to the elected government.
