A BRIEF SUMMARY OF PHILIP AGUER PANYANG’S MANIFESTO AND PLAN FOR THE NEWLY CREATED JONGLEI STATE.

The following are some of my priorities for the implementation of the SPLM vision of delivering service based on the creation of new society

1. Security

Recognizing that security is very important in development, I pledge to:

Establish 100 home guards men in every payam to be maintained through community self-support

Combat of local criminality at the counties and state level

Provision of communication equipment to all the payam security units from Kolnyang to Amiel

2. Road

Aware that good roads are they key to economic growth, I will ensure:

Construction of better road networks to enhance reliable transport system and security

That roads are motorable throughout the year and bridges are constructed

Mobilization of local and external resources to facilitate road construction

Inviting foreign investors to assist in road construction

3. Education

Aware that education is the greatest social equalizer, I will ensure:

Compulsory and universal enrollment for all children in the state

Establishment of quality basic education based on international standards to encourage our children in the diaspora to return home.

Enactment of policies that guarantee accessibility, quality and relevant education that modernizes our society.

4. Agriculture

Recognizing that Agriculture is the backbone of the economy, I will:

Train thousands of our people in modern farming methods

Introduce better seeds and better-yielding livestock

Introduce irrigation systems of agriculture and the use of modernize/mechanize farming

Combat of livestock theft and diseases

5. Peace and Reconciliation

Recognizing that peace has no substitute, I will:

Introduce peace and civic education to our communities

Empower community based approach to local disputes among clans and between our communities and their neighbors

Recognize and reward peace makers and peace activists

6. Health

Aware that a healthy state is a prosperous state, I will:

Build clinics and health centers in the villages to bring medicine close to the people

Build three referral hospitals in the state

Encourage medical doctors and officers from the diaspora to return home and support health sector

7. Unity of our people

Fully aware that we are one people and respecting diversity, I will:

Provide youth services and implement programs that bring all the youth together regularly at state level and national level.

Encourage peaceful co-existence with the neighboring communities of Murle, Anyuak, Nuer, Mundari, Bari, Pari and with states of Yirol, Eastern Equatoria, Terekaka and Jubek.

Create and encourage equal opportunities and equitable distribution and protection of all the rights of our people.
Create employment opportunities for all people, regardless of ethnic origin or demographic.

8. Establish desk in the state office for sons and daughters of Jonglei state in diaspora to channel their contribution to the development of our state

The above priorities will be approach in a flexible way and not necessarily in the order of how the appear on this paper, because some programs can be implemented concurrently depending on availability of resources.

  1. Mr Aguer can be a good governor, but if we take him away from that position he is holding. we will surely loose that position to other community. I personally prefer Mr. Deng Dau to be the governor of a newly created state so that we can still maintain the position of MP. Think about Job people.

    1. Deng Dau also have another position he holding beside being mp. Will he still be allowed to have commissioner too? I don’t think so. Col. Philip Aguer would be good governor for lovely jonglei state I hope.

      1. Yes Deng has other position in the government that was give given to him as a part of his assignment as a MP. it was not given to him when he was not a MP, but it is very minor compare to the position of Aguer you going to loose.

  2. The die hard supporters of Deng Dau want him to be MP, WDCRFFO Chairman, Governor of Jonglei and any other position that may arise. Wonderful.
    Mr. Aguer Panyang has more credibility in this race because he will not hold his current post in the SPLM like big Deng Dau who wants to be all things at all time. I support him.

  3. Mr. Philip Aguer we pray very hard that the president will also bless the nomination we made.
    Hope Deng Daw will be calm and vigilant so that you work together as people of one mother. Deng your position in the national assembly is important and your voice is always loud in that house. Lower your heart and God will bless you all.

  5. Congratulation to Col. Philip Aguer Panyang for his confirmation as the governor of new Jonglei State if the entire thing will work.
    The idea of 28 states and the subsequent appointment of supposed to be governors is a great idea. However, I strongly doubts that it will works the way president Kiir had designed and laid it out.
    The SPLM-IO are going to counter it with their 21 states federalism with their appointed governors and which of the two systems federalism will the Transitional Government of National Unity, IGAD, AU and the UN avails the funds to implement?
    I guesses non.
    Very soon the government and rebels will draft a new constitution mainly from the provisions of the peace agreement incinerating the old constitution and rendering useless.
    So what do you think?All of these are just political gimmicks to appeases support bases and for public consumption. Folks, don’t dance or smile too wide as factual practical realities stands, every-things will be rolled back into 10 states till the question of which federalism is resolved.
