Press Statement on Recent Creation of 28 States, Republic of South Sudan, October 22, 2015

October 23, 2015 (SSB) — The South Sudanese Diaspora Association (SSDAK) would in a special way like to express her profound and firm support of the establishment order 36/15. The establishment order issued was national and acceptable to the masses of South Sudanese as they happily celebrated in contentment with the move.
The creation of 28 states gives chance to equal development, devolution of powers and unmatched tranquility to a country as young as ours. It is however, worth mentioning that the majority of South Sudanese for a long period have coveted for the decision and its recent announcement has culminated to the fulfillment of People’s desire.
It is as a result of this formidable decision especially in conjunction with signing of peace agreement in salvage of South Sudan’s waning reputation that this organization is profoundly expressing her sincere congratulations to the President of the Republic of South Sudan Gen. Salva Kiir Mayardit for the decision he made in the interest of the South Sudanese.
The decision has satisfyingly met the people’s aspiration. Dividing a country as huge as South Sudan into 28 states on pillars of equal development is partly a fulfillment of sending towns to people that was one of the core values of the Sudan People’s Liberation Movement established more than two decades ago by our late leader Dr. John Garang de Mabior, Gen. Salva Kiir Mayardit and their many other colleagues alive or dead.
In fulfillment of this, it is this organization’s wish to see Gen. Salva Kiir Mayardit President of the Republic of South Sudan remaining bold, calm, firm and focused exercising his duties to accomplish the objectives of equal and decentralized development without fear or favor. It is our wish to see him not responding to the noise made by his detractors since it is meant to sway him from the best decision of this decade as far as South Sudanese are concerned.
In the same token, we are urging the rebellion, Intergovernmental Authority on Development (IGAD) and the international community to stop agitating for nullification of this establishment order. It is inevitable that a sovereign state like South Sudan shouldn’t be subjected to external opinion especially when those opinions contravene the characteristics of a well-wisher. The establish order has not breached any peace deal since the recently signed peace agreement doesn’t stop the president from exercising powers conferred upon him by the national constitution.
Calling it unilateral is condemnable because we do not have two presidents that should have made the presumed bilateral decision for it to be executed. Our country is one and we have one President that makes decisions together with the people’s representatives in the national assembly, the council of states, the council of ministers and the governors from various states. Calling the recent order/decision not procedural because one arrogant rebel leader wasn’t consulted isn’t in itself procedural.
However, it is our wish to inform IGAD that it has a mediation role for a peaceful settlement of South Sudanese conflict brought about by those who opted to use excessive military force as a means of taking power. It is our humble submission to ask the respected peace mediators not to delve into South Sudanese affairs in the interest of a power hungry man. They should note that reversal of the order is costly; it can engrave conflict and even worsen it to an unacceptable level. That must not happen once again because of Riek’s arrogance.
Allow the president to do his duties without interference, respect South Sudanese and allow them to handle their matters as a nation.
We once again congratulate H.E. President Salva Kiir Mayardit, H.E. Vice President James Wani Igga, Hon. Nhial Deng Nhial, Hon. Bashir Gbandi, and, Hon. Michael Makuei Lueth, their colleagues in negotiation team and the entire council of ministers for their bold stance of accepting peace and commencing its implementation despite refusal by Riek Machar to sign the security matrix for implementation of the said agreement.
We as well urge Dr. Riek Machar the rebel leader to come home for the peace to kick off. His presence in Juba will stop his war perpetrators from harnessing and enhancing their heinous acts of murdering innocent civilians.
