February 3, 2016 (SSB)  —  I begin by expressing my admiration for the effort done by the warring parties to reach an agreement to form the transitional government of national unity within short period to make full implementation of peace agreement and therefore, the issue of 28 states will be discus later. I express my heartfelt appreciation for the contributions made by the former president of Batswana and the current president of Joint Monitor and Evaluation Committee (JMEC) Festus Mogae for his full commitment to persuade the leaders of South Sudan warring parties in-order to bring peace to their country.

I would like to thank the rebel chief negotiator Hon. Taban Deng Gai for his most helpful participation in this juncture to bring peace to the people of South Sudan with the help of his delegation. And most of all, I congratulate the president of Republic of South Sudan H.E Salva Kiir Mayaardit, who has given new meaning to the term shuttle diplomacy. This agreement would not have been reached without his incredible persistence and determination. From the outset, he put South Sudan squarely on the side of peace and cleared the path so that both sides could join together reached an agreement and put outside the issue of 28 states to be discus later.

This agreement is significant way station on the upward path towards peace. It proves again that progress is the product of negotiation, while the alternatives of extremism and violence yield only more stalemate, suffering, and grief. If we’re to continue forward, the parties must rise to the challenge of implementing their commitments. They must work together to resolve differences and prevent new misunderstandings.

This agreement is good for the political and economic well-being of South Sudanese people. It also offers the South Sudanese people new economic opportunities, with a regional and international countries and industrial countries most importantly to local people. This agreement is actually good for the peace to takeover conflict, because for the last two years it has been paralyzed, a victim of mistrust, misunderstanding and fear nation. Now, ordinary Citizen may once again join together to enjoy the fruit of peace in the country and this will allows all communities to live together as before.

This is a great chance for South Sudanese people leaders to implement this peace agreement without pre-condition, as we all want for our children and our children’s children. Every effort will have to be exerted to ensure the faithful implementation of this agreement not because the parties do not want to do so, but because the agreement covers many things, was developed over many days, and involved many discussions and sleepless nights. It will test whether the South Sudanese people are prepared to live in peace, recognizing themselves durability, legitimacy and a common interest in security. It will tell us whether we want to build a strong South Sudan entity that can fulfil the aspirations of its people and provide both real security and real business for all the communities of this country.

The warring parties have all agreed to try to do it under environment of bringing peace to people which permit peaceful sleep at night and free moment of the people from town to town with fear of killing. Let me say that no agreement can wipe away decades of distrust. But I think these last several days have helped each side to get a better understanding of the other’s hopes and fears, a better feel for all they have in common, including on occasion, thank the Lord, a good sense of humour.

The future can be bright for all South Sudanese if they maintain the will for peace. If we continue to work together, the next generation will grow up without fear. South Sudan can have the candid security and recognition it has sought for so long. The citizen can, at long last, realize their aspirations to live free in safety, in charge of their own destiny. So, on this point, I would like to ask the wounded peoples to support this peace with open heart so that it can work and therefore salaam (peace) has come to our country we need to work hard for final implementation. Let value our co-existence and we thank our leaders for accepting to form transitional government, let thank God for giving us the opportunity to walk this road of peace.

I’m asking all people of goodwill, of honesty and sincerity, I’m asking all of them to join IGAD, JMEC, Government of South Sudan and SPLM-IO in support for this important step for a secure future, a future of peace. South Sudan is more secure today because, for the first since the signing of the peace Agreement in Ethiopia there is no good move at all, but now the warring parties has accepted to form the transitional government as the positive step taken by the concern parties.

I would also like to express my gratitude to the president of Joint Monitoring and Evaluation Committee (JMEC) for his efforts with our government and rebel, for almost two months, because they did believe in the importance of peace for us, for our children after us. I’m asking all people to begin a new era of new relations based on equality, mutual feelings and cooperation amongst ourselves, neighbouring countries enjoying security and openness with their neighbours, in a regional agenda that would bring about peace, justice, and stability for all.

If the warring parties accepted to form the Transitional government of national unity in-order to end the conflict across the country then we should not forget our duties as we underline our rights. I am quite confident that I’m talking in the name of all South Sudanese when I assure you that we are all committed to the security of every child, woman and man in our Nation. Here we have come to a detailed agreement, and we are committed to play our independent role to keep security as citizen. And we will achieve whatever we expected here. As citizen we will do everything we can, so that no person will feel worried of coming home late.

I think such step as is concluded yesterday will unavoidably trigger those who want to destroy life, destroy hope, create fear in the hearts and minds of people, trigger in them their worst instincts. Let’s hope that the overwhelming majority of us those who are committed to the future, those who know what responsibilities they hold now will be able, through steady progress and a determined combined joint effort, be able to frustrate their aims and their objectives and move-and maybe, God willing, witness the dawn that we are always seeking of a comprehensive peace in our entire Nation.
