April 24, 2016 (SSB) —- The Jonglei state government official has announced that IDPs from Jonglei that are sheltering in Awerial County of eastern lakes state will receive their relief food in Bor.
On Friday April 17, 2016; Bor county commissioner Isaac Mamer Ruuk told journalists in Jonglei state capital, Bor that he has met with the representatives from United Nations-world food program [UN-WFP] who came from Juba and briefs him about the new relief policies. The UN-WFP has changed the distribution policies in Gulyaar IDPs camp especially the IDPs from new Jonglei state said Ruuk.
Ruuk said the UN-WFP [United Nations-world food program] came up with the new policies of introducing cash to be given to the IDPs who are sheltering in Gulyaar area. Next month there will be nobody to cross Nile again from Bor of Jonglei state to Gulyaar to go and receive his/her relief food he said.
He said UN-WFP introduce the new policies because we the government of Jonglei state and South Sudan we have a new policy of repatriating our IDPs who are scatter around the corners of south Sudan especially those IDPs who are in Gulyaar of western lakes state back to Jonglei state.
We are complaining a lot about the daily crossing of the innocent civilians on the Nile and it’s going to be the drizzling season; they always crossing with children and the boats always move at night so we realize incident can happened in the river Nile and we can lost some life of the people that’s why we talk with the UN agencies to give relief food for those who are given ratio card in Gulyaar instead of weekly and daily crossing they should receive their relief in Bor Ruuk stressed.
Speaking to the journalists in Jonglei state capital, Bor Ruuk said the food ratio for each household is divided into two [2] they will still receive quantity of the food and oil in term of grain and they will be given cash to go and buy other food commodities in the market.
So it will be useful because if they have ten [10] sacks of sorghum and they want to buy a meat can force them to sell one sack of sorghum into pounds such that they can buy the meat in the market; if they have half of the sack of sorghum that’s equivalent to the cash then they will be able to access the market to buy any commodities they want to buy he explains.
He said the united nations-world food program did not tell exact amount of money that are in the ratio card; but according to the secretary of the Jonglei state chambers of commerce he said there is good amount of money that are going to be given to the IDPs.
Ruuk said as there is peace in the country the government of South Sudan as soon as possible is going to declare official repatriation of our IDPs or Refugee who are in the neighboring countries.
UN-WFP also known as United Nations world food program they are ready and willing to take care for IDPs who are in internal displace camps within the country and even refugees camps in the east Africa; “the UN will be ready and is going to be responsible for the repatriation and humanitarian assistance to those who are going to be repatriated back home” that’s what we have agree in the last meeting with the world Food program [WFP] he added.
Ruuk said according to the repatriation policies these IDPs will be accommodated or resettle for the period of one [1] year and a half.
The South Sudan ministry of humanitarian affairs and disaster management there will be policies out as soon as possible on how to maintain the IDPs and returnees from the neighboring countries he said.
He said there is large number of the returnees who came from outside the country and from the IDPs camps within the country.
So far we received 3206 returnees and we are expecting more returnees to arrive in the state; adding that they have resettle the returnees at the former UNHCR reception center in Malual-aguorbaar south of Bor town Ruuk explains.
