By Mach Samuel Peter, Bor-Jonglei State
May 12, 2016 (SSB) —- The government of South Sudan’s Jonglei state has said the increment of the salaries will still be holding until the government secure fund to pay the civil servants by between 200% and 400% as announced by South Sudan government spokesman Michael Makuei Lueth earlier this year.
The Jonglei state minister for finance Ayom Mach Jok said the economic crisis of the country is slowing down the increment of the civil institution and this issue will be resolved adding that it was discussed and adopted by council of ministers.
Some civil servants are wondering why the increment at the moment has come for the organized forces. Other believe that the organize forces have been threatening the government in Juba following the announcement.
“They are not threatening the government. It was the priority of the government to pay the organized forces first and the civil servants payment depends with the availability of cash with the government,” Ayom Mach told the PaanLuel Wël (SSB) website.
He said when the government made the announcement the budget was made in figure but the government never had funds.
He said the expansion of 3 counties to 11 counties in Jonglei state as the result of the 28 state will give opportunities to state authorities to mobilize their own resources supported by agriculture.
The state ministry of finance and revenue authority organized workshop last month to give orientation to government officials who collect revenues but the state is still wondering how much revenue it collects monthly because there are too many hands involved.
The minister defended the government institution from fund embezzlement but reveal that state ministry of finance, musicality, Bor County and revenue authority collect revenues.
There is hope that the government will build schools and hospitals but with support from national government according to state finance minister.
Ayom Mach had worked as director general of taxation in national ministry of finance. He also worked as director of taxation during the struggle.
