Governor Philip Aguer accuses International community of unfairness

June 23, 2016 (SSB) — The governor of Jonglei state H.E. Philip Aguer Panyang has accused the international community of unfairness and injustice in the country. Aguer made the remarks while addressing the Chiefs of Greater Bor at South Sudan Hotel in Bor after harmonization of Greater Bor Customary laws expected to be signed into law.

The signing of the Agreement on the Resolution of the Conflict in South Sudan (ARCSS) in August 2015 and the recent establishment of the Transitional Government of National Unity (TGoNU) in April 2016 lay the groundwork for institutional, security and legislative reforms, and presents the international community with an opportunity to support the country financially enabling South Sudan get back on its right track.

The International community had asked for formation of TGONU and implementation of Agreement on the resolution of conflict in South Sudan ARCISS before it supports the country with humanitarian and financial assistance something that has been turn down as International community and United Nations do not recognize 28 states in their several press statements.

“When we complaint against atrocities since 1991, we are ask not to complaint. New we are asked to accept human rights abuse against us. This injustice and it is unfairness from the international community.” Aguer explained.

He said the international community must not blame South Sudan to choosing to govern her fate. “Why should we not be allowed to live our life?” He questioned.

International community had reaffirmed severely commitments to assist South Sudan financially after signing the Peace Agreement.

South Sudan has gone through so much suffering, trauma and misconception about some communities during the 22 years of civil war against the Khartoum government. During that liberation struggle, 2.5 millions of lives were lost. Communities were incited against each other as a result of political division in the SPLM/SPLA leadership in 1991.

The national army fractionized on tribal lines leading to the 1991 Bor Massacre. The political division within the SPLM/SPLA in 2013 and the communities’ polarization by political leaders also attributed to rivalry and economic crippling of the nascent state.

Less effort has been made by the IGAD, TROIKA and International community over the past months since the signing of ARCISS to play a critical role in informing, educating and empowering South Sudanese citizens on the understanding of what the Agreement means, and what it portends for the future of their country, and what role they can play in securing the agreement and ensuring its full implementation to usher in a new era of peace, stability and development for the embattled young nation.

The United Nations Security Council (UNSC) has outlined steps to be taken by South Sudanese parties to the peace agreement signed months ago and called on the government of President Salva Kiir to stop operationalization of the unilaterally created 28 new states in the country. In January this year, the IGAD Council of Ministers said the dispute over the creation of more states would be resolved be the transitional government.

The SPLM in Opposition rejected the move, saying it is against the peace agreement, but the government insisted it was responding to a popular demand of the people.

Despite the allocation of SSP 35 million last year by the government of South Sudan to the members of parliament (MPs) to carry out mobilization and dissemination of the peace agreement in their respective constituencies, none of the lawmakers has put an effort to mobilize and disseminate the peace agreement in their respective constituencies especially in Jonglei state and neighboring communities.
