4000 Destabilzation Force: US response to what Dr John Garang told them about oil in 2005

August 24, 2016 (SSB) — Some weeks ago US proposed 4000 regional force to be deployed in South Sudan as protection force to come quell down the violence in Juba. It was approved by the UN Security Council. The US Secretary of State yesterday reiterated that the 4000 had to be deployed.
‘The USA is destabilizing South Sudan to deny China oil’, writes Thomas C Mountain, independence journalist in Eritrea. This sentence reminds me of the meeting between Dr John Garang de Mabior and the former Secretary of State Collin Powel in Nairobi after the signing of the Comprehensive Peace Agreement (CPA) in 2005.
After the peace was signed, Collin officially asked Dr Garang to go and cancel the oil contract with China and sign a new contract with the USA. Garang refused Collin request , he said ‘’ I can’t give US companies to extract the oil because if I quarrel with US ,where can I go and complain , nowhere , so I will let China drill the oil if I have problem with them , US will help me in dealing with China , US will be the judge ‘’
In the light of the above discussion between John Garang and Collins Powel, I conclude too, the United States of America is destabilizing South Sudan to deny China oil.
From the disinterested point of view , there are 3 reasons why the USA, the Norway and the UN want to overthrow the current government in Juba or the regime change.
This Government of South Sudan was born with US, Norway and UN as the midwife.
- When the war of liberation broke in 1983, UNHCR, a daughter of the UN has been feeding South Sudanese refugees in Ethiopia, Kenya and Uganda. As South Sudan became independence, UN wants a ‘golden handshake’ for her humanitarian services it has provided. UN had hoped that it would be paid back by South Sudan in oil.
- The USA has been morally and financially supporting SPLM/A from 1991 till 2005. In 1997, the United States gave 750 million Dollars to SPLM/A . USA helped South Sudan being born and therefore the South Sudan should pay ‘midwifery’s money’ in oil but this did not happen.
- Norway is big philanthropist to South Sudan because its NGO , the Norwegian People Aid (NPA) has been helping the Internally Displaced Persons (IDPs) by giving food, medicine and school materials . NPA has been paying SPLM/A leader John Garang’s satellite phone airtime from 1989 to 2005, in which the Norwegian Foreign Ministry paid one Million US Dollars. Norway was helping hoping that it one day be paid back by South Sudan oil. This did not happen. USA and Norway are angry with South Sudanese because they acted as Good Samaritan by then. The bad man China who did nothing during the liberation struggle who was supplying weapons to Khartoum is the one benefiting in oil. This envied the Troika.
How does the US destabilization of South Sudan would deny China oil?
- If there fighting in South Sudan, China will not operate the oil, as it happened in Unity State. The oil would be shut down. Here the US would have denied China a resource in foreign land.
- If the US manage to Regime Change in Juba. The China’s oil contract will be cancelled by the new government and the contract given to US. Here the US would be rich and China poorer.
How would the situation unfold when the 4000 destabilization force is deployed in Juba??
Riek is now told to stay quiet – ‘tactical silence ‘and his allies US, UN and IGAD do the job for him. Riek is sick or silence so not to complicate the deployment of 4000 soldiers. After the 4000 is deployed, Riek will appear and demand his position and the allies will support him and pressure the government to restore him back as the First Vice President .His IO 1500 soldiers will return to Juba as the part of peace implementation .
Then, there will be two armies. Fighting would be instigated again. The two armies would clash and IO soldiers would be supported by the 4OOO on the ground and the UN in the air bombing as partisan interventionist and as it did during the M23 rebels in DR Congo.
If President Kiir is evacuated in J1 , then the allies would declare him illegitimate and ceasefire would be declare and peace talk are called and there , the allies would demand a formation of new government without Kiir and Riek .
If the government of South Sudan resisted, IGAD will devastate South Sudan in a war, South Sudan would be poorer and Ethiopia and Kenya become wealthiest. South Sudan will lose and IGAD countries will gain
The way forward: South Sudan should stop rhetoric and begin diplomacy. South Sudan should do everything possible to stop this destabilization, to stop deployment of 4000 in the first place. China should do more to protect it national interest in South Sudan.
It is not late for South Sudan to blackmail the USA and Norway paying their midwifery’s money by giving them oil contracts.

What is the need of 4000 UN protection forces and the person who needs protection is out of government as well as the country? ??????. South Sudanese need to be vigilant about this concern of international community for the security protection in Juba.
